The Development of Dengue Hemorrhagic Fever Preventive and Control Measures by Community-Base, Pafaek Subdistrict, Maechai District, Phayao Province

Abstract

This community-based action research (CAR) aimed to develop preventive and control measures for dengue hemorrhagic fever by community-base at Pafaek Subdistrict, Moo 4, Ban Pafaekdoi, Maechai District, Phayao Province. The study was conducted during October 1 - December 30, 2022. The participants were 35 representatives from the public sector, development measures used the cycle of Kemmis & McTaggart model, which was the planning stage by drafting dengue prevention and control measures; the practical stage, developing measures by AIC technique using semi-structured interview; observation stage of the AIC participatory planning process and reflection stage.

The result showed that summary of the development of dengue hemorrhagic fever preventive and control measures, i.e. PAFAEK measures, which implemented in 3 phases: pre-epidemic period(January to April), Epidemic period(May to September) and Post-epidemic period (October to December), consisting of 6 aspects: 1) Participation (Participation:P) 2) network partner (Association:A) 3) supporter or mentor (Facilitators:F) 4) information (Advocacy:A) 5) environmental management (Environment:E) and 6) knowledge creation (Knowledge:K).                                        

Suggestion, for solving the problem of dengue fever, relevant agencies should have prevention and control measures appropriate to the local context. Actions should be taken in all 3 phases; before the outbreak, Epidemic period and post-epidemic period, taking into account community participation, network partners in the community, support of government agencies in terms of information, proper environmental management and knowledge creation for communities.
