บทคัดย่อ
การวิจัยเชิงปฏิบัติการนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการดำเนินงานพัฒนาคุณภาพชีวิตระดับตำบลโป่งสา อำเภอปาย จังหวัดแม่ฮ่องสอน กลุ่มตัวอย่างคือผู้มีส่วนได้ส่วนเสียด้านการพัฒนาคุณภาพชีวิตในพื้นที่ จำนวน 60 คน คัดเลือกแบบเจาะจง เก็บรวบรวมข้อมูลโดยใช้การสนทนากลุ่มเกี่ยวกับสถานการณ์ปัญหา ความต้องการของพื้นที่ ปัจจัยความสำเร็จ ปัญหาอุปสรรค และแนวทางการพัฒนา ร่วมกับแบบสอบถามการมีส่วนร่วมและความพึงพอใจในการดำเนินงาน ดำเนินการวิจัย 4 ระยะ ได้แก่ การวางแผน การปฏิบัติ การสังเกตผล และการสะท้อนผล วิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหา และข้อมูลเชิงปริมาณด้วยสถิติเชิงพรรณนาและการทดสอบที ผลการวิจัยพบว่า
1. สถานการณ์และความต้องการในการดำเนินงานพัฒนาคุณภาพชีวิตตำบลโป่งสา จำแนกเป็น 4 ด้าน ได้แก่ กลไกการขับเคลื่อน การพัฒนาศักยภาพ การติดตามและประเมินผล และการแลกเปลี่ยนเรียนรู้ รูปแบบที่พัฒนาขึ้นใช้กลไกคณะกรรมการพัฒนาคุณภาพชีวิตระดับตำบล (พชต.) เป็นศูนย์กลางบูรณาการการมีส่วนร่วมของชุมชนและภาคีเครือข่าย โดยประกอบด้วย 5 ขั้นตอน ได้แก่ การแต่งตั้งคณะกรรมการ การพัฒนาความรู้ความเข้าใจ การกำหนดปัญหาและจัดทำแผน การสร้างความเข้าใจร่วม และการสร้างแกนนำเพื่อติดตามผล
2. ภายหลังการนำรูปแบบไปใช้ พบว่าผู้มีส่วนได้ส่วนเสียมีระดับการมีส่วนร่วมและความพึงพอใจเพิ่มขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ .001 อุปสรรคสำคัญคือ ความรู้และความตระหนักของชุมชนต่อปัญหาการเผา รวมถึงข้อจำกัดด้านการสื่อสารของเครือข่าย ขณะที่ปัจจัยแห่งความสำเร็จคือความชัดเจนของบทบาทคณะกรรมการและมาตรการทางสังคมที่เข้มแข็ง
รูปแบบที่พัฒนาขึ้น สามารถใช้เป็นต้นแบบในการขับเคลื่อนการพัฒนาคุณภาพชีวิตระดับตำบล โดยเฉพาะในพื้นที่ห่างไกล และสามารถประยุกต์ใช้ในการจัดการปัญหาสุขภาพและสังคมที่ซับซ้อนในชุมชนได้อย่างเหมาะสม เช่น โรคอุบัติใหม่ ปัญหาสุขภาพจิต และการใช้สารเสพติด เป็นต้น
