Abstract

This work aimed to explore the attitude and satisfaction of the support personnel toward the usage of the NEW Government Fiscal Management Information System (New GFMIS Thai). The paper used a case study conducted at Rajamangala University of Technology Krungthep (RMUTK). The data were collected through a questionnaire and from a random sample of 45 RMUTK support personnel currently assigned to use the New GFMIS Thai at the workplace. The data analysis used descriptive statistics. The questionnaire essentially comprises 3 sections: survey participants' general information, survey participants' attitude and satisfaction toward the usage of the New Government Fiscal Management Information System (New GFMIS Thai), and survey participants' suggestions for improvements.

The results confirmed that 80% of survey participants are female, while 20% of them are male. The findings revealed that the most significantly experienced system users had experienced using the New GFMIS Thai for more than 7-10 months. With regard to the attitude toward the usage of the New GFMIS Thai, 97.78% (X bar = 2.98, S.D. = 0.15) of the survey participants agreed to say that effective training programs should be provided before the actual usage of the system. The survey results as regards the support personnel's level of satisfaction toward the usage of the GFMIS Thai recognized that the survey participants are (1) Strongly satisfied and impressed with the overall usage of the GFMIS Thai (X bar = 3.45, S.D. = 0.73). (2) Strongly satisfied with system efficiency and quality, especially its transparency and accountability (X bar = 3.93, S.D. = 0.75), as well as its completeness, accuracy, and reliability of data respectively (X bar = 3.87, S.D. = 0.69). (3) Moderately satisfied with the system security ( X bar = 3.35, S.D. = 0.93). (4) Strongly satisfied with the Help Desk services (X bar = 3.50, S.D. = 0.70). (5) On the whole, moderately satisfied with the performance support provided by the Organization (X bar = 3.27, S.D. = 0.88).

The suggestions from the survey participants are as follows: provisions of the access rights system are limited and disabled when there are accessed multiple privileges at the same time. The system was unstable and often disconnected. Training should be provided in order to educate personnel working in the New GFMIS Thai system who have not yet participated in the training, and the university should have expert personnel to assist in the initial use of the system.
