The Evaluation of Operational Training on the Development of Foreigners' Health Coordination Center (FHC) and Foreigners' Health Service Center (FHSC) in Roi-Et Using Kirkpatrick’s Evaluation Model

Abstract

Purposes: To evaluate the reaction, learning, behavior, and results of the training program for the development of the International Health Coordination Center (IHCC) and the International Health Service Center (IHSC) in Roi Et Province.

Study design: Program evaluation research based on the Kirkpatrick Model.

Materials and Methods: The study included 100 personnel responsible for international health services from Roi-Et Hospital, community hospitals, and the Roi-Et Provincial Public Health Office. Data were collected between May and December 2023 using four sets of questionnaires with content validity index (IOC) values ranging from 0.67 to 1.00 and an overall reliability coefficient of 0.953. Data were analyzed using frequency, percentage, mean, and standard deviation.

Main findings: The evaluation of 100 participants revealed that overall satisfaction with the training was at a very high level (Mean = 4.36, SD. = 0.82). Learning outcomes were also at a very high level (Mean = 4.73, SD. = 0.45), as were behavioral changes (Mean = 4.42, SD. = 0.51) and organizational results at the participants’ workplaces (Mean = 4.62, SD. = 0.50). All domains met the predetermined criteria (Mean ≥ 3.51).

Conclusion and Recommendations: The evaluation not only demonstrates the success of the training program in terms of outcomes but also provides valuable empirical evidence for future program development. Strengthening personnel capacity to effectively manage international health services at the provincial and regional levels is essential. Insights regarding the program’s strengths, limitations, and implications serve as a foundation for designing sustainable capacity-building systems that address ongoing and emerging challenges within the healthcare service system.
