Strategies for Achieving Sustainable Health under the Operational Plan of Health Region 7

Abstract

Purposes : To develop and evaluate strategies for achieving sustainable health under the Regional Health Office 7 Operational Plan. 

Study design : This study employed a mutual collaborative action research design. 

Materials and Methods: The study included 160 participants, comprising strategic planning practitioners from provincial health offices, regional hospitals, general hospitals, community hospitals, and district health offices across Khon Kaen, Roi Et, Kalasin, and Maha Sarakham provinces. Data collection was conducted using structured questionnaires and the Cockpit V.3 software specific to Regional Health Office 7. Statistical analysis included frequency, percentage, mean, and standard deviation. 

Main findings : The developed strategies for sustainable health encompassed six phases: (1) Preparation Phase, (2) Operational Planning, (3) Implementation, (4) Monitoring and Evaluation, (5) Continuous Improvement, and (6) Sustainability Development. Upon implementation, 83 key performance indicators (KPIs) were evaluated, of which 60 met the assessment criteria, accounting for 68.55%. Governance Excellence recorded the highest KPI achievement rate (87.5%), followed by Service Excellence (70.05%) and Promotion and Prevention Excellence (66.67%). 

Conclusion and Recommendations: The strategic development process for achieving sustainable health demonstrated effective outcomes, with the majority of KPIs meeting targeted benchmarks. These findings suggest that the proposed strategies should be adopted and implemented across relevant organizational units to enhance health system performance.
