Development of Systems and Mechanisms for Implementation of Road Accident Prevention by the Road Safety Operation Center of Selaphum District, Roi-Et Province.

Purposes : The study aims to investigate the current situation, develop systems and mechanisms,and evaluate the effectiveness of road accident prevention measures implemented by the Road Safety Operations Center of Selaphum District, Roi-Et Province.
Study design : This study employs an Action Research methodology.
Materials and Methods : Key informants included 1,685 individuals comprising the target group, strategic partners, and operational partners. The research process was divided into three phases: preparatory research, research implementation, and research evaluation, conducted from October 2021 to September 2022. Data were collected using questionnaires and operational performance records, with analysis conducted through frequency, percentage, mean, standard deviation, and percentage differences.
Main findings : 1) The situational analysis of road accidents identified issues related to individuals, environmental conditions, and associated management systems. 2) The operational systems and mechanisms for road accident prevention involved "3D activities," which included the development of district-level Road Safety Operations Centers, enhancement of the capacities of sub-committees, and the development of mechanisms within local administrative organizations, and Post-development, key informants exhibited an overall increase in road accident prevention behaviors by 15.75%. When analyzed by specific aspects, the most significant increase was observed in evaluation and information systems (16.10%), followed by knowledge dissemination and public relations (16.09%), and emergency medical services (15.94%). Additionally, there was a significant increase in the active participation of key informants in road accident prevention, rising to 64.57%, with a concurrent trend of decreasing accident rates.
Conclusion and recommendations : The findings from this study indicate an improvement in the effectiveness of road accident prevention measures, resulting in a reduction in the overall road accident rate.
