The Development Model of Environmental Health Management of Municipalities, Nonthaburi Province

Abstract

This research is the quantity and quality research, utilized management process POSDC Model Consisting of P = Planning O=Organizing S=Stating D=Directing and C=Controlling, and healthy city development process Consisting of five components. (1) good city (2) happy peoples (3) sustainable environment, (4) learning organization, and (5) good management. Case study for Nothaburi Municipality, Parkkred Municipality, Banggruei Municipality and Bangbuetang Municipality. Data Collection using questionare to study existing of environmental health system and the problem of the environmental health system. Sample size is 74 samples, Consist of Administrator and technical officer in environmental health management. The population to Confirm the development model are 6 experts environmental health management. The population to Confirm the development satisfaction model are 7 excellency environmental health management. Data analyzing by Computer program. Statistical using are percentage, mean, standard deviation and pearson Cronbach Alpha Coefficient. The result of result of study indicated existing conditions of environmental management are in the high level Mean 3.73, five stages of management process: policy making Mean 3.73, Organizing Mean 3.86 Directing Mean 3.73 Coordinating Mean 3.86 Reporting Mean 3.86 and Budgeting are also high level Mean 3.76 except manpower management is in middle level Mean 3.54. Therefore municipalities in environmental health need to be trained for increasing knowledge and skill in environmental health for achievement the objectives of environmental health works. The problem of environmental health management system every stages are the problem in high level mean 4.31 indicated that environmental health management is in the problem The problem of environmental health management system, every component are in high level mean 3.91, good city mean 3.96, happy people mean 3.81, sustainable environmental mean 3.92, learning organization mean 3.88, good management mean 3.98. There is the relationship between existing condition, the problem of environmental health system and the process of Healthy City development by testing cronbach Alpha Coefficient 0.976. indicated there is the relationship between the problem of environmental health management and the process of healthy city development therefore the hypothesis is accepted, the important model of environmental health management is manpower management especially for training the manpower to increase the knowledge and skill in environmental health in order to achieve the objective of environmental health works, the additional model is clear budget planning in order to be the efficiency implementation. The recommendation to use this research, municipality Administrator must be emphasize on manpower development to increase knowledge and skill in environmental health works.
