Abstract

Construction and improvement of distribution system work of Provincial Electricity Authority is a dangerous work. This work does not have a safety checklist and a specific and comprehensive risk assessment, so the development of specific safety checklist and risk assessment for construction and improvement of distribution system work is very important. This safety checklist had been developed from the safety manual of construction and improvement of the distribution system and it was used to identify items that did not meet the standards. Then, these items were evaluated the risk level by using the risk assessment form according to Department of Industrial Works Regulation. The level of opportunity and severity criteria from the Occupational Health and Safety Management System of Thai Industrial Standard or TIS 18001 were used. Items with high risk level had been specified the measures to reduce the risks. The results of risk assessment by established expert team found 11 non-meet standard items which contained 5 high level risks, 5 medium level risks and 1 minor level risk. Most of high level risks came from non-wearing appropriate PPE and did not following the standard procedure. Main defined risk reduction plans were providing the training of safety practices and ensuring safe operation at all stages of work.
