Factors Related to Management of Local Health Security Fund in National Health Security Office Region 1 Chiang Mai Province

Abstract

The objectives of this survey research were : 1) to study factors on Local Administrative Organization (LAO); 2) to study factors on Local Health Security Fund (LHSF); 3) to study management of LHSF; and 4) analyze relationship between factors on LAO and factors on LHSF with management of LHSF in area under National Health Security Office Region 1 ChiangMai Province. The studied population was LHSF committee in 8 provinces of the upper northern part under the National Health Security Office Region 1 Chiang Mai Province in 2014 includingChiang Mai, Chiang Rai, Lamphun, Lampang, Phayao, Phrae, Nan, Mae Hong Son with totally 813 funds and 261 of them were simple randomized sampled. The questionnaire respondents were 1 committee and secretary for each fund. The tool used was a questionnaire with reliability value of 0.78. The data were analyzed by Chi-squre tast, and Pearson Correlation Coefficient.


The research results revealed that; 1) Factors on LAO most of the LAOs were medium-size Sub-District Administrative Organization (SAO) with responsible population of 5,0001-10,000 people in 1-10 villages. Most of the officials and the employees had education level as physician, nurse, and predominately public health officer. Most of the budget support by LAO to LHSF were about 11,141-100,000 baht and most LAO had no public health division or sector; 2) Factors on LHSF most of the total fund budgets were of 47,001-1,000,000 baht. Most duration of the fund management was 5 and 6 years. Most secretaries of LHSF were Permanent Secretary of SAO with strategy of fund management using Strategic Mapping. Most of the committees had education level as physician, nurse, and public health officer in fund, 2 committees each; 3) overall management of LHSF was at the high level; 4) factors on LAO had significant relationship with management of LHSF at 0.05 level in terms of population number, village number, officials and employees number with education level as physician, nurse, and public health officer, and supporting of budget into LHSF. Factors on LHSF had significant relationship with management of LHSF at 0.05 level in terms of total budget and committee number with education level as physician, nurse, and public health officer.
