Abstract

     Achievement Evaluation of Strategic Plan for Development Health Promotion and Environmental Health Systems, according to the National Health Development Plan, during the 12^th National Economic and Social Development Plan 2017-2021, half-term plan, aims to monitor the effectiveness and efficiency of half-term strategic plan implementation, evaluate the achievement of operations according to the indicators and targets, including analyze success factors and problems of obstacles, as well as having policy recommendations for reviewing strategic plans. This study uses mixed method between quantitative assessments by comparing achievement of the 21 indicators with the targets in 2018, 2019 and 2021 to reflect the level of progress, and qualitative assessment by scoring each measure according to the CIPP concept in order to reflect the efficiency level, including measuring the effectiveness level from the consistency between the measures and achieving the targets. The assessment results showed that the strategic plan had moderate progression by 8 indicators from a total of 21 indicators (38 percent) did not achieve the targets. While the CIPP’s efficiency dimension found that the context of all strategic issues is highly appropriate, but the process and product dimension were found to be moderate. When considering the strategic issues, it was found that the strategic issues No.1 and No.4 were designed, planned, and implemented with a high level of appropriateness. The strategic issues No.2 and No.3 are at a moderate level. In addition, it was found that 8 indicators (38 percent) had low level of effective. In this amount, 4 indicators achieved higher goals, reflecting that there may be other factors beyond the specified measures that affect the goal’s achievement.
