บทคัดย่อ
    การศึกษาครั้งนี้ เป็นการวิจัยและพัฒนา มีวัตถุประสงค์เพื่อพัฒนาตัวบ่งชี้คุณภาพในการประเมินคุณภาพการศึกษาภายใน วิทยาลัยสังกัดสถาบันพระบรมราชชนก โดยการวิจัยแบ่งออกเป็น 3 ขั้นตอน คือ ขั้นตอนที่ 1 การวิเคราะห์และสังเคราะห์ตัวบ่งชี้ โดยศึกษาแนวคิด เอกสาร และงานวิจัยที่เกี่ยวข้อง นำมา
วิเคราะห์ สังเคราะห์เป็นร่างตัวบ่งชี้คุณภาพ จากนั้นนำร่างไปดำเนินการสนทนากลุ่มกับผู้บริหารและอาจารย์ซึ่งเป็นผู้แทนจากวิทยาลัยต่างๆ และผู้บริหาร บุคลากรของสถาบันพระบรมราชชนกส่วนกลาง จำนวน
15 คน ทำการจดบันทึก รวบรวมข้อมูล แยกแยะประเด็นข้อคิดเห็น แล้วนำข้อมูลที่ได้มาปรับปรุงร่าง
ตัวบ่งชี้คุณภาพในการประเมินคุณภาพการศึกษาภายใน วิทยาลัยสังกัดสถาบันพระบรมราชชนก  ขั้นตอนที่ 2 การตรวจสอบร่างตัวบ่งชี้คุณภาพ โดยนำร่างตัวบ่งชี้ที่ได้จากขั้นตอนที่ 1 มาจัดทำเป็นแบบประเมินฯ ให้ผู้ทรงคุณวุฒิ จำนวน 5 ท่าน พิจารณาตรวจสอบความสอดคล้องครอบคลุมของเนื้อหา แล้วเลือกตัวบ่งชี้ที่มีค่าดัชนีความสอดคล้องของเนื้อหา (IOC) ตั้งแต่ 0.5 ขึ้นไป มาเป็นตัวบ่งชี้คุณภาพฯ ขั้นตอนที่ 3 การตรวจสอบความเหมาะสมของร่างตัวบ่งชี้ โดยจัดประชุมระดมสมองผู้บริหารและอาจารย์/บุคลากรของวิทยาลัยในสังกัด ที่ดูแลรับผิดชอบและปฏิบัติงานการประกันคุณภาพการศึกษา เพื่อให้แสดงความคิดเห็นและทำการปรับปรุงตัวบ่งชี้ที่มีความเหมาะสม รวมถึงทำการสอบถามความคิดเห็นของผู้เข้าร่วมประชุมฯ จำนวน 128 คน ให้พิจารณาความเหมาะสมของตัวบ่งชี้ โดยเทียบค่าคะแนนเฉลี่ยความคิดเห็นกับ
เกณฑ์การมีความเหมาะสมในระดับปานกลางขึ้นไป หรือคะแนนเฉลี่ยตั้งแต่ 2.50 ขึ้นไป ถือว่าตัวบ่งชี้นั้นมีความเหมาะสมในการเป็นตัวบ่งชี้สำหรับการประเมินคุณภาพการศึกษาภายใน ผลการศึกษาพบว่า
มีตัวบ่งชี้ที่ผ่านเกณฑ์ความเหมาะสมในการนำไปใช้ประเมินคุณภาพการศึกษาภายในของวิทยาลัยสังกัดสถาบันพระบรมราชชนก รวม 9 องค์ประกอบ จำนวน 45 ตัวบ่งชี้ ได้แก่ องค์ประกอบที่ 1 ปรัชญา ปณิธาน วัตถุประสงค์ และแผนดำเนินการ มี 4 ตัวบ่งชี้  องค์ประกอบที่ 2 การผลิตบัณฑิต มี 16 ตัวบ่งชี้ องค์ประกอบที่ 3 กิจกรรมการพัฒนานักศึกษา มี 2 ตัวบ่งชี้  องค์ประกอบที่ 4 การวิจัย มี 6 ตัวบ่งชี้  องค์ประกอบที่ 5
การบริการทางวิชาการแก่สังคม มี 6 ตัวบ่งชี้ องค์ประกอบที่ 6 การทํานุบํารุงศิลปะและวัฒนธรรม
มี 3 ตัวบ่งชี้ องค์ประกอบที่ 7 การบริหารและการจัดการ มี 5 ตัวบ่งชี้  องค์ประกอบที่ 8 การเงินและงบประมาณ มี 1 ตัวบ่งชี้  และองค์ประกอบที่ 9 ระบบและกลไกการประกันคุณภาพ มี 2 ตัวบ่งชี้
โดยใน 9 องค์ประกอบนี้ มีตัวบ่งชี้ที่เหมือนกับตัวบ่งชี้ของสำนักงานคณะกรรมการการอุดมศึกษา จำนวน 23 ตัวบ่งชี้ และเหมือนกับตัวบ่งชี้ของสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (องค์การมหาชน) จำนวน 18 ตัวบ่งชี้ ส่วนตัวบ่งชี้อื่นๆ จำนวน 4 ตัวบ่งชี้ เป็นตัวบ่งชี้ที่แสดงถึงเอกลักษณ์หรือ
ตัวบ่งชี้เฉพาะของสถาบัน

Abstract
    This development research aimed to develop indicators of internal audit quality assessment for the colleges under Praboromarajchanok Institute for Health Workforce Development Jurisdiction. This research was divided into three steps.  
    The first step was analyze and synthesized the indicator and criteria of internal audit quality assessment. Content of indicator was analyzed by literature review of printout, report, model and research.  The synthesized of the content had two phases.  The first phase was identify draft of content validity by group discussion of 15 Chief executives and applicable teams both from the Colleges and the Praboromarajchanok Institute for Health Workforce Development. The second phase was theme analysis of criteria and indicators from the group discussion results.
    The second step was content validated by 5 experts.  The result of indicator from content validated with score ณ 0.5 was selected to be indicators of internal audit quality assessment.  
    The third step was feasibility checked of indicators and criteria for internal audit quality assessment.  The 128 internal audit quality assessment key stakeholders (Chief executives and
applicable teams) from all the colleges were analyzed it appropriates for utilization in their colleges with evaluation score of ณ 2.5.  Results showed.  The indicators and criteria of internal audit quality assessment were 9 assessment criteria, composed of 54 indicators.  The first criterion was philosophy, motto, objectives, and action plan (4 indicators).  The second criterion was education (16 indicators). The third criterion was student development activities (2 indicators).  The fourth criterion was research (6 indicators). The fifth criterion was academic service for social and community (6 indicators). The sixth criterion was art and culture preservation (3 indicators).  The seventh criterion was administrative and management (5 indicators).  The eighth criterion was finance and budget (1 indicator). The ninth criterion was system and regulation of quality control ( 2 indicators). Within the 45 indicators, there were 23 indicators matching the indicators of Thailand Higher Education commission, and were 18 indicators matching the Office for National Education Standard and Quality Assessment (Public
Organization). Other 4 indicators were the college identity or college specification.
