คุณลักษณะของผู้อำนวยการวิทยาลัยพยาบาลบรมราชชนนี ในทศวรรษหน้า (พ.ศ. 2556 - 2566)*

บทคัดย่อ
    งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการณ์ของวิทยาลัยพยาบาลบรมราชชนนี และศึกษาคุณลักษณะของผู้อำนวยการของวิทยาลัยพยาบาลบรมราชชนนีในทศวรรษหน้า (พ.ศ. 2556 - 2566) โดยใช้เทคนิคเดลฟาย  กลุ่มตัวอย่างเป็นผู้ทรงคุณวุฒิระดับนโยบาย 2 คน นักวิชาการที่เกี่ยวข้อง 2 คน และ
ผู้อำนวยการวิทยาลัยพยาบาลบรมราชชนนี 24 คน ซึ่งเป็น ระดับการนำนโยบายไปสู่การปฏิบัติของสถาบันพระบรมราชชนก ดำเนินการวิจัยประกอบด้วย 3 ขั้นตอน คือ 1)ศึกษาสภาพการณ์ของวิทยาลัยพยาบาลบรมราชชนนีในทศวรรษหน้า 2)ศึกษาคุณลักษณะของผู้อำนวยการวิทยาลัยพยาบาลในทศวรรษหน้าด้วยเทคนิคเดลฟาย 3)รับรองผลการวิจัยและความเหมาะสมในการนำผลการวิจัยไปใช้ประโยชน์ โดยการสัมมนาอ้างอิงผู้ทรงคุณวุฒิผลการวิจัยพบว่า สภาพการณ์ของวิทยาลัยในทศวรรษหน้า ภายใต้กรอบนโยบายสถาบันพระบรมราชชนก วิทยาลัยต้องดำเนินการตามนโยบายผลิตบัณฑิตพยาบาลที่มุ่งความเป็นเลิศในทักษะการพยาบาลและมีความเชี่ยวชาญในการปฏิบัติบนพื้นฐานความเข้าใจสุขภาพของชุมชนและให้บริการด้วยหัวใจความเป็นมนุษย์ ส่วนสภาพการณ์ของการเข้าสู่ประชาคมอาเซียน วิทยาลัยทุกแห่งเตรียมพร้อมโดยมีกิจกรรมการพัฒนา อาจารย์ นักศึกษาและการเรียนการสอน ส่วนความก้าวหน้าทางเทคโนโลยี ผู้ทรงคุณวุฒิต่างเห็นสอดคล้องต้องกันว่าเป็นความจำเป็นอย่างยิ่งที่จะต้องติดตามการเปลี่ยนแปลงเพื่อประกอบการตัดสินใจลงทุนและเลือกใช้เทคโนโลยีให้เหมาะสม คุ้มค่า ต่อการเรียนการสอนทางการพยาบาล
    คุณลักษณะที่ควรมีของผู้อำนวยการวิทยาลัยพยาบาลบรมราชชนนี ในทศวรรษหน้า  ที่ต้องพัฒนาไปตามสภาพการณ์ข้างต้นด้วยคุณลักษณะ 11 ด้าน ดังนี้ 1)คุณสมบัติส่วนบุคคล 2) คุณลักษณะผู้นำ
3) ความสามารถทางการบริหารสถาบัน 4) ความสามารถทางการบริหารวิชาการ 5) วิสัยทัศน์ในการมองภาพรวมที่เชื่อมโยงวิทยาลัยกับโลกภายนอก 6) ความเข้าใจที่หลากหลายทางวัฒนธรรมและมีความพร้อมในการเข้าสู่ประชาคมโลก 7) ความสามารถในการจัดการเทคโนโลยี 8) ความสามารถในการสร้างหุ้นส่วนในวงการที่ต้องเกี่ยวข้อง 9) ทัศนะต่อเพื่อนร่วมงานและนักศึกษา ด้วยมุมมองของหัวใจความเป็นมนุษย์
10) ความตระหนักถึงความสำคัญของชุมชนและท้องถิ่น 11) การแบ่งปันประสบการณ์ผู้นำและการสร้างทีม  
    ผลการสัมมนาอิงผู้ทรงคุณวุฒิ (Connoisseurship) ผู้ทรงคุณวุฒิทุกท่าน มีฉันทามติให้การรับรองคุณลักษณะตามผลการวิจัยขั้นต้น และโครงการอบรมพัฒนาคุณลักษณะของผู้อำนวยการวิทยาลัยพยาบาลบรมราชชนนี พร้อมทั้งข้อเสนอแนะในการนำผลการวิจัยไปใช้เพื่อสรรหาผู้บริหารในทศวรรษหน้า (พ.ศ. 2556-2566) ต่อไป

ABSTRACT
    This research aims to study Circumstances of Boromarajonnani College of Nursing in the next decade (B.E. 2013 - 2023) and attributions of the Director of the Boromarajonnani College of Nursing in the next decade (B.D. 2013 - 20236), by using Delphi Technique. Samples were included 1) two of Policy makers 2) two of Academic Authority and 3)twenty four Directors of Boromrajonnani College who were policy implementation. The 3 steps of research methodology were : 1)study of cireumstances of the college in the next decade  2) study of the attributions of the Director of Boromarajonnani College in the next decade by using Delphi technic  3)Seminar base on the
connoisseurships.
    The results found that Circumstances of the college in the next decade under the Praboromarajchanok Institutional policy framework, Boromarajonnani Institution policy. College of Nursing should be continues implement in follow of policies aimed  by producing graduates for excellence in nursing care skills and be proficient in performing a basic understanding of health and community service with a humanized health care.  In preparing the conditions of entry into ASEAN included: Nursing College prepared  the students and faculty by development activities to meet the learning goals, for the advancement of technology expertise consensus that it is necessary to track changes and progress in making their decision to invest and select those technologies wisely and suitable for teaching and learning in nursing.
    The attribution of director of Nursing College in the next decade will be improve
appropriately according to the situation above. That is the college director should have 11 items of attributions as follows: 1) Personal property, the basic needs of management 2) Leadership 3)
Executive ability 4) Academic management ability 5) Feature an overview of the vision of the college is linked to the outside world. 6) The understanding of cultural diversity and are ready to enter the world community. 7) The ability to handle technology 8) The ability to build partnerships in the community to be involved 9) Toward colleagues and students, with a view of the humanized health care. 10) Attributes the awareness of the importance of local communities and 11) The experience, leadership and team building. The result of the seminar based on the connoisseurship. Every expertise confirmed and endorsed the results and the project were used to develop the administrators in the next decade (B.E. 2013 - 2023).
