                การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการดำเนินงานประกันคุณภาพภายในสถานศึกษาของ วิทยาลัยในสังกัดสถาบันพระบรมราชชนก  กระทรวงสาธารณสุข กลุ่มตัวอย่างคือ ผู้บริหาร ผู้รับผิดชอบ งานประกันคุณภาพการศึกษา คณาจารย์ และบุคลากรสายสนับสนุน จำนวน 305 คน เก็บรวบรวมโดยใช้ แบบสอบถาม (questionnaire) ประกอบด้วย 1) ข้อมูลส่วนบุคคล 2) สภาพการดำเนินงานประกันคุณภาพ ภายในประกอบด้วย ความรู้ ทัศนคติ และการดำเนินงานการประกันคุณภาพการศึกษาภายใน และ 3) ประสิทธิผลการดำเนินงานประกันคุณภาพภายใน ซึ่งแบบสอบถามผ่านการตรวจสอบคุณภาพ ด้านความถูกต้องเชิงเนื้อหา (content validity) และความเที่ยงของเครื่องมือ(reliability) เก็บรวบรวมข้อมูล และวิเคราะห์ข้อมูลโดยใช้ค่าความถี่ (frequency) และร้อยละ (percentage)  ค่าเฉลี่ยเลขคณิต (mean) และค่าส่วนเบี่ยงเบนมาตรฐาน (standard  deviation)  ผลการวิจัย พบว่า 

                1. บุคลากรส่วนใหญ่มีความรู้เกี่ยวกับระบบและกลไกการประกันคุณภาพการศึกษาอยู่ในระดับ ปานกลาง คิดเป็นร้อยละ 64.26 รองลงมามีความรู้ระดับสูงคิดเป็นร้อยละ 19.02 และมีความรู้ระดับ ต่ำน้อยที่สุดคิดเป็นร้อยละ 16.72

                2. บุคลากรส่วนใหญ่มีทัศนคติเกี่ยวกับการประกันคุณภาพการศึกษาภายในอยู่ในระดับสูง คิดเป็นร้อยละ 92.48 และมีทัศนคติอยู่ในระดับปานกลางคิดเป็นร้อยละ 7.52

                3.  การดำเนินงานประกันคุณภาพการศึกษาภายในในภาพรวมอยู่ในระดับมากคิดเป็นร้อยละ 61.31 เมื่อพิจารณารายด้านพบว่าด้านการควบคุมคุณภาพมีการดำเนินงานอยู่ในระดับมากคิดเป็นร้อยละ 59.34 ด้านการตรวจสอบคุณภาพการศึกษามีการดำเนินงานอยู่ในระดับมากคิดเป็นร้อยละ 75.74 และด้าน การประเมินคุณภาพการศึกษามีการดำเนินงานอยู่ในระดับมากคิดเป็น ร้อยละ 56.07

                4. วิทยาลัยมีประสิทธิผลการดำเนินงานด้านการผลิตบัณฑิตส่วนใหญ่อยู่ในระดับดีมาก คิดเป็นร้อยละ 95.00 ประสิทธิผลการดำเนินงานด้านการการวิจัยส่วนใหญ่ อยู่ในระดับพอใช้และระดับ ดีมีจำนวนเท่ากัน คิดเป็นร้อยละ 35.00 อยู่ในระดับไม่ได้คุณภาพ คิดเป็นร้อยละ 10.00 ประสิทธิผล การดำเนินงานด้านการบริการวิชาการส่วนใหญ่อยู่ในระดับดีมาก คิดเป็นร้อยละ 80.00 ประสิทธิผล การดำเนินงานด้านการทำนุศิลปวัฒนธรรมส่วนใหญ่อยู่ในระดับดีมาก คิดเป็นร้อยละ 85.00 และประสิทธิผล การดำเนินงานด้านการบริหารส่วนใหญ่อยู่ในระดับดีมาก คิดเป็นร้อยละ 60.00 รองลงมาอยู่ในระดับดี คิดเป็นร้อยละ 40.00 

Abstract

                This objective of this research was to assess the status of internal quality  assurance operating within Educational  Institutions under Jurisdiction  of  Praboromarachanok Institute Ministry of  Public Health.

                Representative samples were executives, personal responsible for education quality assurance, members of teachers, and supporting personal, totaled 305 participants.  Data were collected using
questionnaire comprising sets of questions which can be categorized into:1) personal information, 2) condition of internal quality assurance operating which consists of knowledge, attitude, and internal
quality assurance operating, 3) effectiveness of internal quality assurance operating. The research
instruments were passed quality checking both content validity and reliability. The data were collected by mailing questionnaire to 37 colleges. The data were analyzed using frequency, percentage, mean and standard deviation.  The results were as follows:

                1. Most personnel (64.3 %) had knowledge about the system and mechanism of education quality assurance in medium level, followed by staff having high knowledge level (19.0%) , and personnel having low knowledge level (16.7%).

                2. Most staff (92.5%) attitudes towards internal education quality assurance was at the high level,  and 7.5%  of  staff  had  middle attitude level.

                3. Overall internal educational quality assurance operating was at a high level (61.3%).

Education quality control (59.3%), educational quality audit (75.7%). Lastly, and educational quality assessment were at the high level (59.1%).

                4. The college effectiveness for nursing education was at the very good level (95%). Conducting research outcome was categorized into 3 levels: the fair level and the good level (together was 35%) and the inferior level (10%).  The outcome of academic meeting provided for health personnel outside institute was at the very good level (80%).  In the focus of art and cultural activities, the outcome was at the very high level (85%). For administration aspect, two outcomes shown: the very good level (60%), and the good level (40%) respectively.
