The Development of Dengue Hemorrhagic Fever Preventive and Control Measures by Community-Base, Pafaek Subdistrict, Maechai District, Phayao Province

การวิจัยเชิงปฏิบัติการโดยใช้ชุมชนเป็นฐาน (community-based action research: CAR) นี้มีวัตถุประสงค์เพื่อพัฒนามาตรการป้องกันและควบคุมโรคไข้เลือดออกโดยใช้ชุมชนเป็นฐาน พื้นที่ตำบลป่าแฝก หมู่ที่ 4 บ้านป่าแฝกดอย อำเภอแม่ใจ จังหวัดพะเยา ทำการศึกษาระหว่างวันที่ 1 ตุลาคม – 30 ธันวาคม 2565 คัดเลือกกลุ่มผู้ให้ข้อมูลหลัก คือ ตัวแทนภาคประชาชนและภาครัฐ จำนวนทั้งหมด 35 คน การพัฒนามาตรการฯ ใช้รูปแบบวงจรของ Kemmis & McTaggart ประกอบด้วย ขั้นวางแผน โดยการร่างมาตรการป้องกันและควบคุมโรคไข้เลือดออก ขั้นปฏิบัติ พัฒนามาตรการประยุกต์ใช้เทคนิคการจัดประชุมด้วยกระบวนการวางแผนแบบมีส่วนร่วม AIC โดยการสัมภาษณ์แบบกึ่งโครงสร้าง ขั้นสังเกตกระบวนการวางแผนแบบมีส่วนร่วม AIC และขั้นสะท้อนผล ผลการวิจัยพบว่า
มาตรการป้องกันและควบคุมโรคไข้เลือดออกได้ มาตรการ PAFAEK มีการดำเนินการ 3 ระยะ ได้แก่ ระยะก่อนระบาด (มกราคมถึงเมษายน) ระยะระบาด (พฤษภาคมถึงกันยายน) ระยะหลังระบาด (ตุลาคมถึงธันวาคม) ประกอบด้วย 6 ด้าน ได้แก่ 1) ด้านการมีส่วนร่วม (Participation:P) 2) ด้านภาคีเครือข่าย (Association:A) 3) ด้านผู้สนับสนุนหรือพี่เลี้ยง (Facilitators:F) 4) ด้านข้อมูลข่าวสาร (Advocacy:A) 5) ด้านการจัดการสิ่งแวดล้อม (Environment:E) และ 6) ด้านการสร้างความรู้ (Knowledge:K)
ข้อเสนอแนะ ในการแก้ไขปัญหาโรคไข้เลือดออก หน่วยงานที่เกี่ยวข้องควรมีมาตรการการป้องกันและควบคุมที่เหมาะสมกับบริบทของพื้นที่ โดยควรมีการดำเนินการทั้ง 3 ระยะทั้งก่อนการระบาด ระยะระบาดและระยะหลังระบาด โดยคำนึงถึงการมีส่วนร่วมของชุมชน ภาคีเครือข่ายในชุมชน การสนับสนุนของหน่วยงานภาครัฐทั้งด้านข้อมูลข่าวสาร การจัดการสิ่งแวดล้อมและการสร้างองค์ความรู้ให้กับชุมชนอย่างเหมาะสม
