The Model of Development for Sub-district Health Promoting Hospital to the 5 Stars rating Standard in Surin Provincial Health Office

Abstract

The Sub-District Health Promoting Hospitals or Primary Care Units should be developed the qualityservice asthe Primary Care Award (PCA) standard(5 Stars Rating). The purpose of this research was to study the development model for Sub-district Health Promoting Hospital using 5 stars rating that been operated in Surin Provincial Health Office. Thestudy design was Action research. The study was divided by using qualitycycle inthe Process.Those were Planning Stage (P), Acting Stage (A), Observe Stage (O) and Reflect Stage (R). The 70 samples of the PCU administrators and staffs were operated in 2020, in Surin province. The participants were purposive selected as the sample. The study tools were a questionnaire and an interview. The data were analyzed by using Percentage, Mean, and Standard Deviation by using statistics software programs.

The study indicated that the development process consists of 7 steps: 1) Appointment of task force committee 2) Situational analysis 3) Formulation of action plan4) Plan Implementation 5) Observation 6) Data Retrieval and Comparison 7) Summary and Lesson learned. After the operation, it was found that the participant’s knowledge scores in practice were increased from 42.80% to 91.40%. Participation’s level was increased from 25.70% to 65.70% and the satisfaction of the process was atthe high level(mean = 4.05, SD = 0.32). Additionally, all Sub-District Health Promotingospitals were passed with regards to the criterion of the 5 stars rating standard.

In summary, the key significantly success of this process comprised of  1) clearly and direction of policy from the top administrators, 2) participation of a multidisciplinary team and 3) the effectively of monitoring and supportive system among the network.
