Abstract

This research and development focus to develop participatory learning mechanisms for District Health Coordinating Committee (DHCC) and multidisciplinary health care professional in health strategies management at Selaphum District, Roi-Et Province. The research was divided into 3 phases, the first phase was to study the situation of health strategy management. The second phase was to develop                    the participatory learning mechanisms for DHCC and multidisciplinary health care professional in health strategy management, the final phase  was to study of the results of development. The study period was 9 months. The samples were selected as specific 57 staffs selected by purposive sampling. The instrument used in the first phase was a personal data questionnaire and the health strategy management situation                         report form, the second phase was the Selaphum district health strategic manager training program, which the researcher applied from the course of developing expertise in health policy and strategy, Office of the Permanent Secretary, Ministry of                          Public Health, observation form and health strategic management participation questionnaire form, the final phase was health strategy management assessment form. The results found that; Most of the samples were female, 68.4 percent, mean age 45.4 years, graduated with a bachelor's degree, 82.5%. All had more than 7 years of experience managing health strategies. The past health strategy management situation found 3 strength points;1) executives are the driving force for change. 2) convert the established strategies into actionable plans and projects and 3) integrate , and the weak point was lack of participatory learning mechanisms to monitor and evaluating. The results of the development of fiscal year 2017-2020 found show results that 67.61%, 69.22%, 76.74% and 84.73%, with ranked number 11, 13, 12, 14 continuously from all 20 districts of Roi Et Province. The strategies for developing participatory learning mechanisms for managing health strategies were 6 steps, consist of :1) selected DHCC and multidisciplinary health care professions; 2) drafting training courses for potential development for DHCC and multidisciplinary health care professionals, 3) practical training, 4) development planning and organize work supervision system, 5) implementation of the development plan, and 6) evaluation of development. The results of the development revealed that the sample group participated in strategic management with high level, average 1.38, and the highest participation was the level of providing information, mean 1.43. And the least participation was the level of people's empowerment, average 1.27. The results of the 9 months health strategy development assessment, fiscal year 2021 were passed the criteria at on 5 scores 44 indicators out of 50 indicators or 88.0%.The strategy with the highest score was people excellence strategy,100 %. The strategy with the lowest score was  service excellence strategy, 81.3%. Therefore, DHCC and the multidisciplinary health care professionals of Selaphum District should expedite the search for the shortfall and factors that hinder the implementation to plan and develop participatory health strategy management to achieve the highest goals.
