An evaluation the implementation of public health strategic plan, Sakon Nakhon Provincial Public Health Office

Abstract

Purposes : To evaluate the results of Sakon Nakhon public health strategic plan implementation and study the problems, barriers and recommendations from the implementation process.      

Study design : Evaluation research.

Materials and Methods : Evaluation on the public health strategic plan of the Sakon Nakhon Provincial Public Health Office was conducted using the CIPP evaluation Model. The research samples were 76 public health officers working in the Policy and Planning Department, Sakon Nakhon provincial public health officials. Data collection methods included data from questionnaires and related documents. Quantitative data in this research were analyzed by the frequency distribution, percentage, average score, and standard deviation. Qualitative data were based on context analysis.

Main findings : The results showed that: Contextual Evaluation results a moderate level. Evaluation of Input factors and process, productivity evaluation found the indicators that passed 79.54%. When considering the performance issues in terms of problems and barriers, the results showed that the personnel participation in strategic plan, insufficient personnel and the budget is not enough. Therefore to provide opportunities for personnel to participate in planning, support the budget sufficiently, and allocate more personnel.

Conclusion and recommendations : There is a need for continuous research to examine operational conditions and evaluate the performance of strategic plans. The findings from such research can be used to improve and enhance the effectiveness of public health strategic plan.
