Social capital and public policy development, elderly care issues in health service provider zone 9

Abstract

The purpose of the study was to study the development of public policy regarding the issues of elderly care with the advocate by social capital in health service provider zone 9. This ethnographic study employed the in-depth interview and group discussion from the social capital for the data collection. Moreover, there were three phases of the study including: 1) the community context, 2) the strengthening of system development and the social capital, and 3) the synthesis of data. According to the findings, they came up with the three following parts. The first one was the meaning of the development of public policy was the issue of elderly care as working by "The same mind". The second one was the process of public policy development implemented the principles called "create". The last one was the conditions affecting the development of public policy in elderly care such as "heart by heart, exchange, learn, fun, doing and moving forward. The strong public policy with the social capital relied on the concept of people-centered development with the belief that people in the community had a potential to develop themselves and their community since they had knowledge and wisdom to use for self-development.
