กระบวนการพัฒนาเครื่องมือวิจัยทางการพยาบาลมีความสำคัญเป็นอย่างยิ่ง เนื่องจากเครื่องมือวิจัยจะใช้ใน การวัดค่าของตัวแปรหรือใช้ในการเก็บรวบรวมข้อมูลของตัวแปร ช่วยแปรสภาพแนวคิดที่มีลักษณะนามธรรมให้เป็นข้อมูล ทางสถิติเชิงปริมาณหรือเชิงคุณภาพการศึกษา โดยเฉพาะอย่างยิ่งตัวแปรทางการพยาบาลส่วนใหญ่มักจะเกี่ยวข้องกับตัวแปร ด้านจิตใจ เจตคติพฤติกรรมอารมณ์ความรู้สึกและคุณลักษณะต่าง ๆ ทางสังคมศาสตร์หรือการบริหารจัดการ ซึ่งผู้วิจัย ไม่สามารถวัดตัวแปรหรือสิ่งที่ต้องการวัดได้โดยตรงซึ่งแตกต่างจากการวัดตัวแปรทางวิทยาศาสตร์และคณิตศาสตร์ ดังนั้น ผู้วิจัยทางการพยาบาลต้องมีความรู้ความเข้าใจกระบวนการพัฒนาเครื่องมือการวิจัยเป็นอย่างดี เพื่อสามารถสร้างเครื่องมือ การวิจัยทางการพยาบาลได้อย่างถูกต้อง และได้คำตอบของการวิจัยที่ตรงกับวัตถุประสงค์ของการวิจัย มีความถูกต้อง น่าเชื่อถือ รวมทั้งจะเป็นสิ่งที่สำคัญเป็นอย่างยิ่งที่จะบ่งชี้ถึงคุณภาพของการวิจัยได้
