การพัฒนาเครื่องมือวัดการดำเนินการบริหารกลยุทธ์ขององค์การพยาบาล ในโรงพยาบาลระดับตติยภูมิ สังกัดกระทรวงสาธารณสุข

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างเครื่องมือวัดการดำเนินการบริหารกลยุทธ์ขององค์การพยาบาล ในโรงพยาบาล ระดับตติยภูมิ สังกัดกระทรวงสาธารณสุข ตามกรอบแนวคิดองค์การที่มุ่งเน้นยุทธศาสตร์ ในด้านการนำแผนกลยุทธ์ไปปฏิบัติ (Strategic implementation) ของ Kaplan & Norton มีขั้นตอนการสร้างเครื่องมือวัดโดยใช้กรอบการสร้างเครื่องมือวัดของ Burns & Grove นำมาสร้างข้อคำถามของการดำเนินการบริหารกลยุทธ์จำนวน 30 ข้อ ตรวจสอบความตรงเชิงเนื้อหาโดยผู้ทรง คุณวุฒิ 5 คนได้ค่าดัชนีความตรงเชิงเนื้อหา (Content Validity Index: CVI) ทั้งฉบับเท่ากับ 0.96 และค่าดัชนีความสอดคล้อง (Index of Item-Objective Congruence: IOC) อยู่ระหว่าง 0.60-1.00 หาค่าความเที่ยงโดยใช้ค่าสัมประสิทธิ์แอลฟาครอนบาค ได้เท่ากับ 0.94 เก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นผู้บริหารทางการพยาบาล จำนวน 252 คน ของโรงพยาบาลระดับตติยภูมิ สังกัด กระทรวงสาธารณสุข จำนวน 20 แห่ง ทำการวิเคราะห์หาความตรงเชิงโครงสร้างด้วยการวิเคราะห์องค์ประกอบเชิงยืนยัน (Confirmatory Factor Analysis: CFA) ผลการวิจัยเครื่องมือวัดการดำเนินการบริหารกลยุทธ์ขององค์การพยาบาล ในโรงพยาบาลระดับตติยภูมิ สังกัดกระทรวง สาธารณสุข มีความตรงเชิงเนื้อหา ค่าความเที่ยงในระดับที่ยอมรับได้ และความตรงเชิงโครงสร้างได้รับการยืนยันด้วยการวิเคราะห์ องค์ประกอบเชิงยืนยัน (CFA) พบว่า ทุกข้อคำถาม 30 ข้อในทั้ง 4 องค์ประกอบของเครื่องมือวัดมีค่าน้ำหนักองค์ประกอบ (Factor loading) มากกว่า 0.50 อยู่ระหว่าง 0.51-0.93 ทั้ง 4 องค์ประกอบเป็นดังนี้ 1) การลงทุนด้านบุคลากรทางการพยาบาลและทักษะ จำนวน 14 ข้อ 2) ปฏิกิริยาการตอบสนองต่อคู่แข่ง จำนวน 5 ข้อ 3) การประกันความจงรักภักดีของผู้รับบริการ จำนวน 4 ข้อ และ4) การสร้างความแตกต่างในการบริการพยาบาล จำนวน 7 ข้อ ดังนั้นจึงสามารถยืนยันการนำเครื่องมือวัดการดำเนินการบริหารกลยุทธ์ ขององค์การพยาบาลในโรงพยาบาลระดับตติยภูมิ สังกัดกระทรวงสาธารณสุขไปใช้ได้
