Development of Strategic Management Practices Instrument in Nursing Organizational at Tertiary Level Hospitals under the Ministry of Public Health

The purpose of this research study was to develop a instrument for the strategic management practices of nursing organizations at tertiary level hospitals under the Ministry of Public Health, based on the Strategy-focused Organizations framework in the part of strategic implementation of Kaplan & Norton. There are steps to create instrument using the framework of Burns & Grove bring to the 30 items of the strategic management practices instrument. The examination of the content validity by 5 experts have Content Validity Index (CVI) = 0.96 and Index of Item-Objective Congruence (IOC) ranged from 0.60 to 1.00. The reliability of the instrument in the form of Cronbach’s alpha coefficient was 0.94, Data were corrected form 252 nursing administrators of 20 tertiary level hospitals under the Ministry of Public Health. Data analysis was used Confirmatory Factor Analysis (CFA). The result of this study found that the strategic management practices instrument of nursing organizations at tertiary level hospitals under the Ministry of Public Health has acceptable level of the content validity and the reliability. Confirm structural validity by CFA found that every items in 4 components have factor loading more than 0.50 (0.51-0.93). The four components of the instrument were as follows: 1) Investment in personnel and skills, 14 items 2) Reaction to competitor action, 5 items 3) Ensuring customer loyalty, 4 items and 4) Nursing service differentiation, 7 items. Therefore, it can be confirmed using the strategic management practices instrument in nursing organizations at tertiary level hospitals under the Ministry of Public Health.
