Applying the Swiss Cheese Model to Traffic Accident Prevention from motorcycles in Thai youths

Abstract

     อุบัติเหตุจราจรจากรถจักรยานยนต์เป็นสาเหตุการเสียชีวิตอันดับหนึ่งของเยาวชนไทย โดยมีปัจจัยด้านตัวบุคคล สิ่งแวดล้อม และยานพาหนะ โดยเฉพาะรถจักรยานยนต์ซึ่งมีใช้อย่างแพร่หลายในกลุ่มวัยรุ่น ที่ผ่านมาแม้ว่าจะมีมาตรการหลากหลายที่วางแนวทางป้องกันในรูปแบบต่าง ๆ แต่พบว่า เยาวชนไทยยังมีอัตราตายและการบาดเจ็บสูงและสูงที่สุดในโลก บทความนี้มีวัตถุประสงค์เพื่อนำเสนอสถานการณ์ สาเหตุ ผลกระทบจากอุบัติเหตุจราจรในเยาวชน รวมทั้งการป้องกันที่มีในปัจจุบันและที่ควรเป็น จากการทบทวนวรรณกรรมพบว่ารูปแบบการแก้ไขปัญหาจากการป้องกันความเสี่ยงของวิศวกรรมการบินโดยประยุกต์ใช้ Swiss Cheese Model ซึ่งประกอบด้วย 1) อิทธิพลองค์กร ได้แก่ การจัดตั้งองค์กรกลาง การสร้างบรรยากาศ และกระบวนการทำงาน 2) การกำกับดูแลในเรื่องกฎหมาย การวางแผนและการควบคุมดูแลการฝ่าฝืน 3) สภาพเงื่อนไขที่ไม่ปลอดภัยทั้งสภาพแวดล้อมเงื่อนไขส่วนบุคคลรวมทั้งวิธีปฏิบัติ และ 4) การกระทำที่ไม่ปลอดภัยประกอบด้วยความผิดพลาดและการฝ่าฝืน ซึ่งเป็นรูปแบบที่ต่างประเทศนำมาใช้และสามารถลดการบาดเจ็บจากอุบัติเหตุจราจรได้ อีกทั้งยังมีประเด็นที่เหมาะสมได้แก่การกำกับในครอบครัวและการมีส่วนร่วมในการสร้างความปลอดภัยของสภาพแวดล้อมที่สามารถปรับใช้ได้กับบริบทของสังคมไทย ซึ่งจะเป็นอีกหนึ่งทางเลือกให้กับหน่วยงานที่เกี่ยวข้อง นำไปกำหนดแนวทางการป้องกันอุบัติเหตุจราจรจากรถจักรยานยนต์ในเยาวชนไทย เพื่อให้เกิดผลลัพธ์ที่ดีเป็นรูปแบบการแก้ไขปัญหาที่ครอบคลุมและยั่งยืน
