Promotion of early childhood learning through cooperation between nursing educational institutions and local administrative organizations in Northeast Thailand

Abstract

The promotion of early childhood care entails the active involvement of several relevant organizations. This descriptive study by document analysis aimed to analyze early childhood care promotion approaches through cooperation between nursing educational institutions and local administrative organizations. This study examines the factors and conditions that contribute to the success of early childhood care in 128 childcare development centers under local administrative organizations located in four provinces in the Northeast, namely Khon Kaen, Ubon Ratchathani, Surin, and Nakhon Ratchasima. The data was collected from two sectors: Firstly, reports from childcare development centers were used, including progress reports, data record forms, and lesson summary forms. Secondly, educational institutions progress reports on the project of Academic Supportive Educated Management for Equity Education were also included. Analyses were conducted using content analysis.

The research found six approaches for promoting early childhood care, which included: 1) capacity development and ability enhancement; 2) development of a model to promote learning for early childhood children; 3) development of health service systems; 4) communication to promote understanding, developing, and applying data; 5) development of learning and healthy environments for early childhood; and 6) development of rules, regulations, and guidelines. Three key factors or conditions, that were shown to contribute to the success of early childhood care, were: 1) people involved in caring for early childhood care; 2) the approach taken to work; and 3) resource management.

Suggestions from the research are as follows: nursing educational institutions should provide support for agency planning and projects in early childhood care by using social capital in the community. Professional nurses and health personnel should develop health service systems in coordination with local administrative organizations. Finally, training courses should also be provided for teachers and child caretakers, both in childcare centers and households.
