Development of Policy for Dependent People Caring with Telemedicine by Collaboration of District Health Board Chachoengsao Province

Abstract

The purpose of this study were to develop a policy and evaluate dependent people caring with telemedicine by collaboration of District Health Board Chachoengsao province. This study was policy research that used a mixed method to qualitative and quantitative. The sample groups study include: District Health Board, public health officer, local government organization officer, caregivers and dependent people caring by purposive sampling, stratified random sampling and simple random sampling. Research instruments were record forms, group discussions, in-depth interviews and questionnaires. Data collected by focus groups, interviews and surveys. Quantitative data were analyzed using basic statistics and qualitative data were analyzed using content analysis.

The results of the study found that; the policy for dependent people caring by telemedicine Chachoengsao province consists of 5 element, 1) Making for dependent people caring used telemedicine a main agenda. 2) Encourage local administrative organizations to be the main hosts for mobilizing resources. 3) Develop skills in telecommuting for personal. 4) Publicizing the telemedicine system and dash board for the understanding of the community and increase coverage access to services and 5) Support cooperation between educational institution with public health office to follow up on care for dependent people. The results of evaluate dependent people caring by telemedicine Chachoengsao province found that; the overall care services for dependent people caring in Chachoengsao province was to be practiced at a high level (  = 3.55, S.D.=0.80). And when considering each factor found that; context factor, input factor, process factor and outcome factor were to be practiced at a high level. Context factor had the highest average (=4.10, S.D.=0.85), input factor (=3.41, S.D.=0.76), process factor (=3.33, S.D.=1.02) and outcome factor (=3.25, S.D.=1.12). The results of the study can be used as information for planning and organize a system of telemedicine for dependent people caring.
