Allocation of budget and Financial situation of Sub-district health promoting hospital In Phitsanulok Province ,Under Universal Health Coverage

Abstract

This retrospective research aimed to study budget allocation, budget allocation criteria and financial situation of health promoting hospitals (HPH). The methodologies were documentary review and descriptive analysis. The data came from 147 HPHs in 9 contracting unit for primary care (CUP) in Phitsanulok province. All data were collected from multiple sources in fiscal year 2018. Data analysis used frequency, percentage, and Pearson product-moment correlation.

                        The results found that CUP allocated budget to HPH according to criteria of Phitsanulok provincial health office plus by specific criteria of each CUP. The study reveal that characteristic of  HPH such as population in catchment area, number of health workers and outpatient visits related to amount of budget HPH received (r = 0.587, 0.400 and 0.521) whilst distance from HPH to CUP was negatively correlated to budget allocation. In addition, relationship of the expense on labor, drug, medical supply and others were moderated (r = 0.560, 0.498, 0.475,0.470, 0.342, and 0.340)
