การพัฒนาสมรรถนะพยาบาลสาธารณภัยในนักศึกษาพยาบาล

Abstract

ปัจจุบันสาธารณภัยหรือภัยพิบัติ  มีความถี่ในการเกิดและความรุนแรงเพิ่มมากขึ้นเรื่อยๆ เนื่องจากสภาพแวดล้อมที่เปลี่ยนแปลง นำมาซึ่งความสูญเสียทั้งชีวิต  และทรัพย์สินแก่มวลมนุษยชาติอย่างมหาศาลโดยก่อให้เกิดผลกระทบด้านต่างๆ ได้แก่ ชีวิตความเป็นอยู่ ที่อยู่อาศัย สาธารณสุข เศรษฐกิจ สังคม การเมือง การปกครอง สาธารณูปโภค การคมนาคมขนส่ง และสิ่งแวดล้อม ฯลฯ ซึ่งเป็นปัญหาระดับโลกที่ทุกประเทศ  ต้องเตรียมความพร้อมรับกับการจัดการความเสี่ยงจากสาธารณภัย  ซึ่งพยาบาลเป็นบุคลากรทีมสุขภาพที่สำคัญในการเข้าถึงพื้นที่ประสบภัย และสามารถให้ความช่วยเหลือในระยะต่างๆของการเกิดภัย ซึ่งพยาบาลสาธารณภัยหรือพยาบาลที่ปฏิบัติงานด้านสาธารณภัย ควรมีความรู้ ความเข้าใจ และทักษะการปฏิบัติการพยาบาลได้ทุกระยะของสาธารณภัย ดังนั้นการเตรียมความพร้อมให้พยาบาลและนักศึกษาพยาบาลให้มีสมรรถนะที่เหมาะสม  จึงมีความสำคัญอย่างยิ่ง โดยการพัฒนาสมรรถนะพยาบาลสาธารณภัยตามข้อเสนอของสภาพยาบาลระหว่างประเทศ เพื่อให้สามารถปฏิบัติการพยาบาลที่เป็นมาตรฐานทั้งในระดับชาติและนานาชาติ

Disaster Nursing Competencies Development in Nursing Students 

Nowadays, both the frequency and severity of disasters are continuously increasing due to environment changed, leading to immense losses of life and property of human beings.  Disasters affect not only human life but also residence, public utility, economy, society, political situation, transportation, and the environment.  For these reasons, every country all over the world needs to be prepared for disaster risk management.  Nurses are members of the public healthcare team who play an important role to access and provide assistance at the scene.  Nurses play different roles during different stages of a disaster, need to have knowledge, understanding and nursing skills throughout all phases of a disaster situation. Therefore, it is deemed significant that nurses/student nurses must be developed disaster nursing competencies based on the International Council of Nurses Framework for standardized nursing practice both in the national and international levels.
