อนาคตภาพการบริหารจัดการการศึกษาขั้นพื้นฐานระดับมัธยมศึกษาในทศวรรษหน้า(พ.ศ. 2558-2567)

Abstract

      งานวิจัยนี้มีวัตถุประสงค์ศึกษาสภาพปัจจุบัน ศึกษาอนาคตภาพ  และนำเสนอการบริหารจัดการอนาคตภาพการศึกษาขั้นพื้นฐานระดับมัธยมศึกษา ในทศวรรษหน้า (พ.ศ.2558-2567) วิธีวิจัยที่ใช้เป็นการวิจัยเชิงพรรณนา โดยการสังเคราะห์เอกสาร สัมภาษณ์เชิงลึก การสนทนาอย่างสร้างสรรค์ การสนทนากลุ่มและการหาฉันทามติโดยผู้เชี่ยวชาญ  กลุ่มเป้าหมาย ได้แก่ ครูผู้สอน ผู้ทรงคุณวุฒิด้านการเรียนรู้  ผู้บริหารสถานศึกษา ผู้อำนวยการสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ศึกษานิเทศก์ ผู้บริหารระดับนโยบาย สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 50 คน ผลการวิจัยพบว่า 1) สภาพปัจจุบันการศึกษาระดับมัธยมศึกษามีจำนวนครูที่เพียงพอกับจำนวนนักเรียน ครูส่วนใหญ่มีแนวโน้มใช้เนื้อหาตามหนังสือมากกว่าอิงมาตรฐานการเรียนรู้ตามหลักสูตร  ผู้บริหารสถานศึกษาบริหารภายใต้ 4กลุ่มงาน คือ วิชาการ บุคคล งบประมาณ และ บริหารทั่วไป เขตพื้นที่การศึกษามัธยมศึกษา มี จำนวน 42 เขต มีไม่ครบทุกจังหวัด และยังไม่เป็นนิติบุคคล  ส่วนนโยบายการจัดการศึกษายังคงมุ่งเน้นการเพิ่มโอกาสทางการศึกษา ต้องการให้ ผู้เรียนที่มีศักยภาพในระดับสากล แต่อยู่บนพื้นฐานของความเป็นไทย 2)อนาคตภาพการศึกษาขั้นพื้นฐานระดับมัธยมศึกษา ในทศวรรษหน้า (พ.ศ.2558 – 2567) ครูควรเป็นผู้อำนวยการความรู้ จัดการเรียนการสอนสอดคล้องกับชีวิตประจำวัน หลักสูตรควรมีบูรณาการข้ามกลุ่มสาระการเรียนรู้ ไม่แยกส่วนวิชาพื้นฐาน ลดเวลาในชั้นเรียน เพิ่มเวลาในการเผชิญโลกความเป็นจริง ผู้บริหารสถานศึกษาจะต้องคำนึงถึงผลลัพธ์เป็นสำคัญ (Matrix based flat organization) ผู้บริหารเป็นผู้สนับสนุนหรือผู้เอื้ออำนวย ด้านสารสนเทศ เขตพื้นที่การศึกษามัธยมศึกษา จะมีการกระจายอำนาจบริหารงานทุกด้านจากสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มายังเขตพื้นที่โดยตรง มีการลดลำดับชั้นการสั่งการเป็นองค์กรแนวราบ(Flat organization) เป็นแม่แบบ(Matrix) นโยบายการจัดการศึกษากำหนดนโยบาย 4 ช่วงเวลา (1 ปี/3 ปี/6 ปี/12 ปี)  ตามระดับชั้นการศึกษา ยั่งยืนต่อเนื่อง เชื่อมต่อการประถมศึกษาและปลอดการเมืองอย่างแท้จริง 3) การบริหารจัดการอนาคตภาพการการศึกษาขั้นพื้นฐานระดับมัธยมศึกษา ในทศวรรษหน้า (พ.ศ.2558-2567) ใช้มิติการบริหารจัดการ 5 มิติได้แก่ แนวคิด รูปแบบการบริหาร หลักการ วิธีการ และเงื่อนไข ประสิทธิภาพและประสิทธิผล ทักษะแห่งศตวรรษที่ 21 และโลกาภิวัฒน์ เป็นปัจจัยที่สำคัญในการกำหนดนโยบายการศึกษา  หลักการการบูรณาการและผสมผสานรูปแบบการบริหารจัดการ วิธีการการบริหารแบบบูรณาการ และเงื่อนไขจากอนาคตภาพ ผลการประเมินความคิดเห็นความเหมาะสมและความเป็นไปได้ของการบริหารจัดการอนาคตภาพการศึกษาขั้นพื้นฐานในระดับมัธยมศึกษา ในทศวรรษหน้า (พ.ศ. 2558 - 2567) ในภาพรวมความเหมาะสม อยู่ในระดับมากที่สุด ( = 4.72, S.D. =0.64) ความเป็นไปได้ อยู่ในระดับมาก ( = 4.44, S.D. =0.62)

THE SCENARIO OF MANAGEMENT IN BASIC EDUCATION ESPECIALLY IN SECONDARY EDUCATION DURING THE NEXT DECADE (2015-2024)

      There are three purposes of this research; to study current state of the basic education,to study the scenario in basic education and to present scenario of education management at basic education, extraordinarily in secondary education during the next decade ( 2558-2567 BC ).The study used an action research methodology by document synthesis In-depth Interviews  Focus Group Discussion and Consensus by experts. Those were experts of teacher, experts of learning, directors of secondary school, Director of the Office of Secondary Education, educational supervisors, Office of the Basic Education management policy Director of the Office of Secondary Education acquired 50 persons. The results of the study were 1) The current state of secondary education teachers have an adequate number of students. Most teachers tend to use the content as a book rather than standards-based learning curriculum. School administrators manage the four groups, the academic personnel, budget and administration .Secondary Educational Service Area Office, with a total of 42 area and not every province. And not a legal entity .The educational policies continue to focus on increasing educational opportunities for students who want a potential internationally. But on the basis of Thailand 2) Scenario in Basic Education Especially in Secondary Educational during the Next Decade (2015-2024): Teachers should be the director of knowledge. Teaching should conform to everyday life. The course should have an integrated cross-learning. Not separate subject reduced classroom time and add the time to face reality. School administrators must take into account the results of Matrix based flat organization. A sponsor or provide the information. Secondary Educational Service Area The decentralized administration of all aspects of the Office of the Basic Education. Directly to the district a reduction in the hierarchy of command is a horizontal organization Flat organization Matrix. Educational policies: policymakers 4 times (1 year / 3 years / 6 years / 12 years) by level of education. Sustainable Continuing connects with primary education and free of politics. 2)  The Scenario of Management in Basic Education Especially in Secondary Educational during the Next Decade (2015-2024) consists of five dimensions; systems management style, the concept focuses on the efficiency and effectiveness, use the skills of the 21st century and globalization an important factor in determining education policy, integration and combination of model management approach, and conditions on the scenario. The assessment reviews the suitability and feasibility of managing  the Scenario of Management in Basic Education Especially in Secondary Educational during the Next Decade (2015-2024)  is appropriate at the most( = 4.72, S.D. =0.64) , and there is a possibility is at high level(= 4.44, S.D. =0.62) .
