การบริหารจัดการเพื่อส่งเสริมการจัดระเบียบหาบเร่แผงลอย ของเทศบาลในจังหวัดนนทบุรีตามปรัชญาของเศรษฐกิจพอเพียง

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์ที่สำคัญเพื่อ (1) ศึกษาปัญหาเกี่ยวกับการบริหารจัดการเพื่อส่งเสริมการจัดระเบียบหาบเร่แผงลอยของเทศบาลในจังหวัดนนทบุรีตามปรัชญาของเศรษฐกิจพอเพียง (2) ศึกษาแนวทางการพัฒนาการบริหารจัดการเพื่อส่งเสริมการจัดระเบียบหาบเร่แผงลอยของเทศบาลในจังหวัดนนทบุรีตามปรัชญาของเศรษฐกิจพอเพียง และ (3) เสนอตัวแบบการบริหารจัดการเพื่อส่งเสริมการจัดระเบียบหาบเร่แผงลอยของเทศบาลในจังหวัดนนทบุรีตามปรัชญาของเศรษฐกิจพอเพียงระเบียบวิธีวิจัยของการศึกษาครั้งนี้ ใช้รูปแบบการวิจัยแบบผสมผสานโดยเน้นการวิจัยเชิงปริมาณเป็นหลักและใช้การวิจัยเชิงคุณภาพเป็นข้อมูลเสริม การวิจัยเชิงปริมาณเป็นการวิจัยเชิงสำรวจโดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล แบบสอบถามได้ผ่านการทดสอบเพื่อหาค่าความเที่ยงตรง ได้ค่าเท่ากับ 0.89 และผ่านการหาค่าความเชื่อมั่นได้ที่ระดับ 0.84 ประชากร คือ ประชาชนทั้งหมดที่อาศัยอยู่ในเขตพื้นที่เทศบาลนครปากเกร็ด และเทศบาลนครนนทบุรี จังหวัดนนทบุรีรวม 436,665 คน กลุ่มตัวอย่าง คือ ตัวแทนของประชาชนดังกล่าวที่ตอบแบบสอบถาม จำนวน 1,099 คน ซึ่งได้มาจากการคำนวณ เพื่อหาขนาดของกลุ่มตัวอย่างตามหลักสูตรของทาโร่ ยามาเน่ การเก็บรวบรวมข้อมูลภาคสนามดำเนินการระหว่างวันที่ 1 - 31 สิงหาคม 2558 สามารถเก็บรวบรวมแบบสอบถามที่สมบูรณ์กลับคืนมาได้จำนวน 946 คน คิดเป็นร้อยละ 86.08 ของกลุ่มตัวอย่างทั้งหมด 1,099 คน การวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าการถดถอยพหุคูณ และการหาค่าสัมประสิทธ์ิสหสัมพันธ์ของเพียร์สัน นอกจากนี้แล้วยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญ (ผู้บริหารในเทศบาล) หรือผู้ให้ข้อมูลหลัก จำนวน 9 คน ด้วยแบบสัมภาษณ์เชิงลึกที่มีโครงสร้าง เพื่อให้ได้ข้อมูลเชิงคุณภาพอีกด้วยผลการศึกษาพบว่า (1) ปัญหาเกี่ยวกับการบริหารจัดการที่สำคัญ คือ เทศบาลไม่ได้ใช้ประโยชน์จากเครือข่ายที่เป็นสื่อทางสังคมสำหรับสนับสนุนการจัดระเบียบหาบเร่แผงลอยเพื่อไม่ให้กีดขวางทางเท้าและการจราจร รวมทั้งขาดตัวแบบการบริหารจัดการตามปรัชญาของเศรษฐกิจพอเพียง (2) แนวทางการพัฒนาการบริหารจัดการที่สำคัญ คือ เทศบาลควรใช้ประโยชน์จากเครือข่ายที่เป็นสื่อทางสังคม เช่น อินเทอร์เน็ต และไลน์ สำหรับสนับสนุนการจัดระเบียบหาบเร่แผงลอยเพื่อไม่ให้กีดขวางทางเท้าและการจราจร และ (3) ตัวแบบการบริหารจัดการเพื่อส่งเสริมการจัดระเบียบหาบเร่แผงลอยของเทศบาลในจังหวัดนนทบุรี ตามปรัชญาของเศรษฐกิจพอเพียง 5 ด้าน ควรเรียงตามลำ ดับจากมากไปน้อยได้ดังนี้ ด้านการสร้างเครือข่าย ด้านความพอประมาณด้านความมีเหตุผล ด้านคุณธรรม และด้านการมีภูมิคุ้มกัน

Administration of Stall Order Promotion of Municipalities in Nonthaburi Province according to the Sufficiency Economy Philosophy

Objectives of this research study were to (1) explore administrative problems for stall order promotion of municipalities in Nonthaburi Province according to the Sufficiency Economy Philosophy, (2) explore administrative development guidelines for stall order promotion of municipalities in Nonthaburi Province according to the Sufficiency Economy Philosophy, and (3) propose administrative model for stall order promotion of municipalities in Nonthaburi Province according to the Sufficiency Economy Philosophy.
Methodology of this research was constructed a research design as mixed methods research using quantitative research as the principal method supported by qualitative method. The quantitative research was survey research, collecting data by questionnaires with the validity value at 0.89 and the reliability value at 0.84. Population was all 436,665 people who resided in areas of Pak Kret City Municipalities and Nonthaburi City Municipality in Nonthaburi Province. Representative samples were 1,099 calculating by using Taro Yamane’s formula of sampling size. Data collection exercised during August 1 - 31, 2015. 946 questionnaires or 86.08 percent of all 1,099 questionnaires or of total representative samples were returned. Method of data analysis was manifested in contingency table with descriptive analysis approach. Descriptive statistics applied were mean, standard deviation, multiple regression and Pearson’s Correlation Coefficient. Moreover, in-depth interview of 9 experts or key informants with structured in - depth interview form was collected to earn the qualitative data. Findings of this research were as follows : (1) the major administrative problems were municipalities’ misapplication of social network to support the stall order especially to prevent sidewalks and traffic obstruction as well as lacking of administrative model of the Sufficiency Economy Philosophy, (2) the major development guidelines of administration, the municipalities should apply or utilize the social network, such as, internet and Line to support the stall order especially to prevent the sidewalks and traffic obstruction. and (3) the administrative model of stall order promotion of municipalities in Nonthaburi Province according to the Sufficiency Economy Philosophy should consist of 5 aspects, arranging from the most importance to the
least as follows: network establishment, moderation, rationality, morality, and self - immunity.
