พัฒนาหลักสูตรฝึกอบรมเพื่อเสริมสร้างสมรรถนะสากลของอาจารย์ มหาวิทยาลัยรามคำแหงเพื่อเตรียมความพร้อมสู่ประชาคมสังคมและวัฒนธรรมอาเซียน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นเกี่ยวกับสมรรถนะสากลของอาจารย์ในมหาวิทยาลัยรามคำแหงเพื่อเตรียมความพร้อมสู่ประชาคมสังคมและวัฒนธรรมอาเซียน (2) พัฒนาหลักสูตรฝึกอบรมเสริมสร้างสมรรถนะสากลของอาจารย์มหาวิทยาลัยรามคำแหง โดยดำเนินการวิจัย 2 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาสมรรถนะสากลของอาจารย์มหาวิทยาลัยรามคำแหงเพื่อเตรียมความพร้อมสู่ประชาคมสังคมวัฒนธรรมอาเซียน โดยศึกษาความคิดเห็นผู้เชี่ยวชาญ จำนวน 10 คน ในรอบที่ 1 เป็นแบบสอบถามปลายเปิด รอบที่ 2 เป็น แบบสอบถามแบบมาตรประมาณค่า 5 ระดับ คัดเลือกสมรรถนะสากลของอาจารย์มหาวิทยาลัยรามคำแหง โดยพิจารณาจากค่ามัธยฐานตั้งแต่ระดับมากขึ้นไป และนำเครื่องมือดังกล่าวไปสำรวจความคิดเห็นเกี่ยวกับสมรรถนะสากลของอาจารย์มหาวิทยาลัยรามคำแหง กับกลุ่มตัวอย่างอาจารย์ในมหาวิทยาลัยรามคำแหง ตำแหน่งวิชาการ จำนวน 271 คน การวิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 การสร้างหลักสูตรให้สอดคล้องกับผลที่ได้จากการศึกษาสมรรถนะสากลของอาจารย์มหาวิทยาลัยรามคำแหง นำโครงร่างหลักสูตรที่พัฒนาขึ้นไปให้ผู้เชี่ยวชาญจำนวน8 ท่าน ประเมินความเหมาะสม ความสอดคล้อง และประชุมเพื่อวิพากษ์หลักสูตร ผลการวิจัยสรุปได้ดังนี้ 1. ความคิดเห็นเกี่ยวกับสมรรถนะสากลของอาจารย์ในมหาวิทยาลัยรามคำแหงในภาพรวมและทุกด้านอยู่ในระดับมาก ได้แก่ ด้านการใช้เทคโนโลยีสารสนเทศเพื่อการสืบค้นและการสื่อสาร ด้านสมรรถนะมาตรฐานวิชาชีพ ด้านทักษะภาษาอังกฤษ ด้านการเรียนรู้ข้ามวัฒนธรรม และด้านทักษะการติดต่อสื่อสารระหว่างบุคคล ( = 4.13, = 4.12, = 3.89, = 3.83, = 3.82) ตามลำดับ 2. ผลการศึกษาสภาพปัญหาและความจำเป็นของหลักสูตร และจุดมุ่งหมายของหลักสูตรมีความเหมาะสมในระดับมากถึงมากที่สุด และมีความสอดคล้องกับความต้องการของสังคม และผู้เชี่ยวชาญมีความเห็นว่าองค์ประกอบของโครงร่างหลักสูตรมีความเหมาะสม อยู่ในระดับมากถึงมากที่สุดและมีความสอดคล้องกันเกือบทุกองค์ประกอบ ยกเว้นข้อจุดมุ่งหมายเชิงพฤติกรรมกับการวัดและประเมินผล ของหน่วยอบรมที่ 3 ทักษะภาษาอังกฤษ และข้อกิจกรรมและวิธีการฝึกอบรมกับสื่อประกอบการอบรมของหน่วยอบรมที่ 5 การใช้เทคโนโลยีสารสนเทศเพื่อการสืบค้นและการสื่อสาร

In this research inquiry, the researcher investigates (1) Study opinion of international competencies of selected Ramkhamhaeng University (RU) Lecturers for ASEAN socio-cultural community readiness. (2) The training curriculum development to be used in improving and augmenting the international competencies of the lecturers under investigation. The research inquiry was divided into two phases. Phase One, the researcher studied expert opinions from ten experts. In this connection, the eliciting of expert opinion was conducted in two rounds. The fist round involved an open-ended questionnaire. The second round involved a fie-rating scale questionnaire. The competencies selected were those in the high median range. And the researcher conducted a survey of opinions regarding appropriate international standards for the RU lecturers under study. Using a sample population consisting of 271 RU lecturers. Using techniques of descriptive statistics, the researcher subsequently analyzed the data collected in terms of mean and standard deviation. Phase Two, the researcher was constructed so as to be in consonance with the results of the study of the
international competencies of the RU lecturers. The outline of the curriculum developed was evaluated by eight experts for appropriateness and internal coherence. The experts held meetings to critique the curriculum. Findings are as follows: 1. These RU lecturers exhibited levels of opinions regarding international competencies in an overall picture and in all aspects at high level in the use of information technology for retrieval and communication; professional standards; English skills; intercultural learning; and interpersonal skills ( = 4.13, = 4.12, = 3.89, = 3.83, = 3.82 respectively). 2. In the opinion of the experts, the construction of the researcher’s training curriculum to foster international competencies of RU lecturers for ASEAN socio-cultural community readiness was found to be appropriate at high to the highest level in respect to problems, necessities and major objectives. In addition, the curriculum was found to match the needs of society. Experts also saw that the components of the curriculum were appropriate at high to the highest level and coherent in respect to almost all components. Exceptions were the item concerning behavioral objective and measurement and evaluation for Training Unit 3 on English skills and the item regarding activities and training methods and training media regarding Training Unit 5 on the use of information technology for retrieval and communication.
