การพัฒนาแบบประเมินธรรมาภิบาลในองค์การพยาบาล The Development of Good Governance Scale for Nursing Organization

Abstract

การวิจัยเชิงพรรณนานี้มีวัตถุประสงค์เพื่อพัฒนาและตรวจสอบคุณภาพแบบประเมินธรรมาภิบาลในองค์การพยาบาล การดำเนินการวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนาแบบประเมินธรรมาภิบาลในองค์การพยาบาล ใช้แนวคิด Burns and Grove (2001) กลุ่มตัวอย่าง คือ ผู้เชี่ยวชาญด้านธรรมาภิบาล จำนวน 5 คน และกลุ่มผู้บริหารทางการพยาบาล จำนวน 258 คน เครื่องมือวิจัย ประกอบด้วย แบบสัมภาษณ์ และแบบประเมิน ผ่านการตรวจสอบความตรงและความเที่ยง และระยะที่ 2 การตรวจสอบคุณภาพแบบประเมินธรรมาภิบาลในองค์การพยาบาล กลุ่มตัวอย่าง คือ กลุ่มผู้บริหารทางการพยาบาล จำนวน 252 คน เครื่องมือวิจัย คือ แบบประเมิน นำข้อมูลที่ได้ตรวจสอบความตรงเชิงโครงสร้าง ใช้การวิเคราะห์องค์ประกอบเชิงยืนยัน และความเที่ยงใช้สูตรสัมประสิทธิ์แอลฟาครอนบาค ผลการวิจัยพบว่า แบบประเมินธรรมาภิบาลในองค์การพยาบาล ประกอบด้วย 5 องค์ประกอบมี 34 ตัวแปร ได้แก่
1) ด้านคุณธรรมจริยธรรมมี 13 ตัวแปร 2) ด้านประสิทธิผลมี 7 ตัวแปร 3) ด้านความโปร่งใสมี 6 ตัวแปร 4) ด้านการบริหารทรัพยากร บุคคลมี 5 ตัวแปร และ 5) ด้านคุณภาพการบริการพยาบาลมี 3 ตัวแปร และโมเดลธรรมาภิบาลในองค์การพยาบาลมีความกลมกลืน กับข้อมูลเชิงประจักษ์ พิจารณาได้จากค่าไค-สแควร์สัมพัทธ์ (χ2/df) เท่ากับ 1.89 ค่าดัชนีเปรียบเทียบระดับความกลมกลืน มีค่า 0.99 และความเที่ยงของแบบประเมินทั้งฉบับมีค่า .97

The purposes of this descriptive research were to develop and test the quality of the Good Governance Scale for Nursing Organization (GGSNO). Research methodology was divided into 2 phases: phase I was the development of GGSNO, which was adapted from Burns and Grove (2001). The research sample consisted of fie good governance experts and 258 administration nurses. The research instruments consisted of the interview questionnaire and good governance questionnaire, which was tested quality for validity and reliability. And Phase II was the quality of the GGSNO. The research sample was 258 administration nurses. The research instrument was the good governance questionnaire. The data was analyzed to test construct validity by using confimatory factor analysis and Cronbach’s alpha coeffiient. ne"> Major fidings: The GGSNO consisted of fie factors described by 34 items. The fie factors included 1) morals and ethics by thirteen items 2) effectiveness by seven items 3) transparency by six items 4) human resource management by fie items and 5) quality of nursing service by three items. The GGSNO was in perfect alignment with the empirical data. The relative chi-square (χ2/df) was 1.89 (χ2 = 921.3; df = 487) and the Comparative Fit Index (CFI) was 0.99. The reliability of the scale’s quality was 0.97
