มุมมองของพนักงานเจ้าหน้าที่ ต่อมาตรการบังคับใช้กฎหมาย ตามพระราชบัญญัติโรคติดต่อ พ.ศ. 2558 กรณีโคโรนาไวรัส COVID - 19

การวิจัยเชิงบรรยายครั้งนี้ มีวัตถุประสงค์เพื่อศึกษามุมมองของพนักงานเจ้าหน้าที่ต่อมาตรการบังคับใช้กฎหมายตามพระราชบัญญัติโรคติดต่อ พ.ศ. 2558 กรณีโคโรนาไวรัส COVID - 19 กลุ่มตัวอย่างที่ใช้ในการศึกษาได้แก่ เจ้าพนักงานควบคุมโรคติดต่อตามพระราชบัญญัติโรคติดต่อ พ.ศ. 2558 (ฉบับที่ 3 และ 4) พ.ศ. 2563 จำนวน 368 คน และผู้บริหารระดับจังหวัดและระดับอำเภอจำนวน 5 คน ของจังหวัดเพชรบูรณ์ เครื่องมือที่ใช้เก็บข้อมูลประกอบด้วย (1) แบบสอบถามที่เกี่ยวข้องกับมุมมองของพนักงานเจ้าหน้าที่ต่อมาตรการบังคับใช้กฎหมาย และแบบทดสอบความรู้ (2) แบบสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติเชิงพรรณนา สถิติวิเคราะห์ความแปรปรวนแบบทิศทางเดียว และสถิติทดสอบค่าที และวิเคราะห์ข้อมูลเชิงคุณภาพโดยการวิเคราะห์เชิงเนื้อหาผลการวิจัยพบว่า กลุ่มตัวอย่างมีความรู้เกี่ยวกับพระราชบัญญัติโรคติดต่อ ในระดับสูง ( = 13.07, S.D. =2.12) และมีมุมมองต่อมาตรการบังคับใช้กฎหมายตามพระราชบัญญัติโรคติดต่อ กรณีโคโรนาไวรัส COVID - 19 อยู่ในระดับมาก ( = 4.04, S.D. = 1.18) ความแตกต่างระหว่างเพศ อาชีพ ระดับการศึกษา และสถานที่ปฏิบัติงานของเจ้าพนักงานควบคุมโรคติดต่อฯ มีผลทำให้มีมุมมองต่อมาตรการบังคับใช้กฎหมายตามพระราชบัญญัติโรคติดต่อกรณีโคโรนาไวรัส COVID - 19 แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับน้อยกว่า 0.05 และผลการวิเคราะห์เชิงเนื้อหาพบว่าการบังคับใช้กฎหมายตามพระราชบัญญัติโรคติดต่อ กรณีโคโรนาไวรัส COVID - 19 ให้มีประสิทธิผลนั้นต้องให้ความสำคัญกับกฎหมายที่บัญญัติไว้ และพนักงานผู้บังคับใช้กฎหมายที่ต้องดำเนินการอย่างเคร่งครัด
