ระบบการจัดการความเสี่ยงที่เกิดจากความล้าในการทำงานเบื้องต้นสำหรับพนักงานทำงานกะในบริบทอุตสาหกรรมประเทศไทย: บทความฟื้นวิชา

บทคัดย่อ

พนักงานทำงานกะเป็นกำลังสำคัญของอุตสาหกรรมไทย แต่การทำงานเป็นกะกลับส่งผลกระทบเชิงลบต่อสุขภาพพนักงานโดยเฉพาะ “ความล้าในการทำงาน” จากการทบทวนวรรณกรรมพบว่าสาเหตุของความล้ามาจากสองปัจจัยหลัก ได้แก่ ปัจจัยส่วนบุคคล เช่น คุณภาพการนอนหลับ และปัจจัยที่เกี่ยวข้องกับการทำงาน ตั้งแต่รูปแบบกะการทำงาน ภาระงาน และสภาพแวดล้อมในการทำงาน โดยความล้าที่เกิดขึ้นจากการทำงานนี้ก่อให้เกิดความเสี่ยงกับพนักงาน ทั้งด้านสุขภาพทำให้เกิดการรบกวนวงจรเซอร์คาเดียน เพิ่มความเสี่ยงการเกิดโรคไม่ติดต่อเรื้อรังและปัญหาสุขภาพจิต ด้านความปลอดภัยทำให้เพิ่มความเสี่ยงต่อการเกิดอุบัติเหตุในการทำงาน รวมไปถึงทำให้ประสิทธิภาพการทำงานถดถอยอันยังผลไปสู่ผลิตภาพที่ลดลง ดังนั้นการจัดการความเสี่ยงที่เกิดจากความล้าในการทำงานจึงเป็นเรื่องสำคัญและควรทำอย่างเป็นระบบ โดยมีเครื่องมือในการจัดการคือ “ระบบการจัดการความเสี่ยงที่เกิดจากความล้า” มีหลักการสำคัญ ได้แก่ การจัดการภาระงานและกะการทำงาน การอบรมให้ความรู้พนักงาน การจัดการปัญหาด้านการนอนหลับ การจัดสภาพแวดล้อมในการทำงานให้เหมาะสม และการประเมินความพร้อมในการทำงาน ทั้งนี้การนำเสนอระบบการจัดการความเสี่ยงที่เกิดจากความล้าในการทำงานเบื้องต้นนี้มิใช่ข้อบังคับตามกฎหมาย แต่เป็นข้อเสนอแนะเพื่อลดปัญหาความล้าในพนักงานทำงานกะ อันเป็นการยกระดับมาตรฐานอาชีวอนามัยและความปลอดภัยของสถานประกอบการ และเพื่อพัฒนาคุณภาพชีวิตของพนักงานซึ่งเป็นหมุดหมายหนึ่งแห่งการพัฒนาอย่างยั่งยืน
