ต้นทุนและผลกระทบทางการเงินของจัดบริการทันตสาธารณสุข ในสถานบริการก่อนการระบาดและระหว่างการระบาดโรคโควิด 19 อำเภอพนมไพร จังหวัดร้อยเอ็ด

บทคัดย่อ
บทนำ : การบริการทันตกรรมอย่างปลอดภัยตามมาตรการป้องกันและควบคุมการแพร่กระจายเชื้อ มีความจำเป็นต่อแผนกทันตกรรมในโรงพยาบาลชุมชนในช่วงที่มีการระบาดของโรคโควิด 19 ในรูปแบบการแพทย์วิถีใหม่
วัตถุประสงค์การวิจัย : เพื่อเปรียบเทียบต้นทุนการจัดบริการทันตสาธารณสุขและศึกษาผลกระทบทางงบประมาณของการจัดบริการก่อนการระบาดและระหว่างการระบาดโรคโควิด 19 อำเภอ พนมไพร จังหวัดร้อยเอ็ด
วิธีการวิจัย : การวิจัยเชิงสำรวจ ในมุมมองของผู้ให้บริการ วิเคราะห์ข้อมูลต้นทุนปีงบประมาณ 2562 และ 2564 โดยเก็บรวบรวมข้อมูลต้นทุน ค่าแรง ค่าวัสดุ ค่าครุภัณฑ์ และประมาณผลกระทบทางงบประมาณในการจัดบริการทันตสาธารณสุขในระยะ 5 ปี
ผลการวิจัย : ต้นทุนรวมทางตรงของการจัดบริการทันตสาธารณสุขปี พ.ศ. 2564 เท่ากับ 8,372,351.07 บาท มีค่ามากกว่าปี พ.ศ. 2562 เท่ากับ 7,557,320.66 บาท ปี พ.ศ. 2564 มีต้นทุนสูงขึ้นเกิดการวัสดุและครุภัณฑ์ที่ใช้ในการป้องกันโรคโควิด 19 เท่ากับ 233,900 บาท และ 406,637.47 บาท ตามลำดับ ต้นทุนต่อหน่วยกิจกรรมทันตสาธารณสุข ปี พ.ศ. 2564 มีต้นทุนต่อหน่วยมากกว่าปี พ.ศ.2562 ทุกกิจกรรม ผลกระทบทางการเงินประมาณจากศักยภาพในการจัดบริการการแพทย์วีถีใหม่แบบเต็มศักยภาพภายในระยะ 5 ปี ซึ่งคิดเป็นร้อยละ 80.00 จากศักยภาพการจัดบริการก่อนเกิดการระบาดของโรค โควิด 19 พบว่างบประมาณในการจัดบริการเพิ่มขึ้นเฉลี่ยร้อยละ 3.00 ในแต่ละปี โดยในระยะ 5 ปี ข้างหน้า งบประมาณจะเพิ่มขึ้นจาก 3,342,724.61 บาท เป็น 3,994,675.82 บาท
สรุปผล : ควรมีการเตรียมทรัพยากรในการจัดบริการการแพทย์วิถีใหม่เพื่อให้เกิดความเข้าถึงทางด้านทันตกรรมที่เต็มศักยภาพในอนาคตข้างหน้า
