การศึกษานี้มีวัตถุประสงค์เพื่อประเมินสมรรถนะศูนย์ปฏิบัติการภาวะฉุกเฉินด้านสาธารณสุข ในเขตสุขภาพที่ 3 ปี พ.ศ. 2568 พร้อมจัดทำข้อเสนอแนะในการพัฒนา เครื่องมือที่ใช้เป็นแบบเก็บข้อมูลพื้นฐานเพื่อการพัฒนาศูนย์ปฏิบัติการภาวะฉุกเฉิน (EOC assessment tool) ซึ่งประกอบด้วย 10 หมวด รวม 74 ตัวชี้วัด โดยมีเกณฑ์ให้คะแนน 4 ระดับ คือ 1 ไม่ผ่านสมรรถนะ 2 ผ่านสมรรถนะระดับจำกัด 3 ผ่านสมรรถนะระดับปานกลาง 4 ผ่านสมรรถนะและสามารถนำมาใช้อย่างได้ผลเป็นที่ประจักษ์ การศึกษาครั้งนี้เป็นการวิจัยเชิงพรรณนา ดำเนินการประเมินจากเอกสารที่เกี่ยวข้อง สังเกต และสอบถาม ผลการประเมิน พบว่า ผ่านเกณฑ์การประเมินในระดับ 4 ทุกจังหวัด (เกณฑ์ร้อยละ 60 ขึ้นไป) หมวดที่ทุกจังหวัดมีตัวชี้วัดผ่านเกณฑ์การประเมินในระดับ 4 ครบทุกตัวชี้วัด คือ หมวด 7 การสื่อสารความเสี่ยงและการเตือนภัย และสมรรถนะที่ต้องได้รับการพัฒนาอย่างต่อเนื่อง ได้แก่ หมวด 2 ศูนย์ปฏิบัติการภาวะฉุกเฉิน หมวด 3 กรอบโครงสร้างการทำงาน หมวด 6 การจัดการและตอบโต้เหตุการณ์ และหมวด 10 อบรม ฝึกซ้อม และประเมินผล ข้อเสนอแนะควรเร่งรัดการวางแผนการพัฒนาศูนย์ปฏิบัติการตอบโต้ภาวะฉุกเฉินด้านสาธารณสุขระดับจังหวัด ตามสมรรถนะ 3 ด้าน ได้แก่ ด้านวัสดุอุปกรณ์ (Stuff) ด้านกำลังคน (Staff) และด้านระบบ (System) เพิ่มการพัฒนาศักยภาพบุคลากร จัดให้มีอุปกรณ์และสิ่งอำนวยความสะดวกจำเป็นพื้นฐานให้ครบถ้วน ปรับปรุงขั้นตอนการปฏิบัติงานให้ครบถ้วนและเป็นปัจจุบัน เพื่อเพิ่มสมรรถนะของศูนย์ปฏิบัติการภาวะฉุกเฉินด้านสาธารณสุข ในเขตสุขภาพที่ 3 ให้มีประสิทธิภาพมากขึ้น
