การวิจัยเชิงพรรณนานี้มีวัตถุประสงค์เพื่อเปรียบเทียบผลงานการบริการสร้างเสริมสุขภาพและป้องกันโรค ด้วยวิธีการเบิกจ่ายตามอัตราที่กำหนดแยกรายการ (Fee schedule) ของสำนักหลักประกันสุขภาพแห่งชาติ ระหว่างหน่วยบริการปฐมภูมิในและนอกสังกัดกระทรวงสาธารณสุข ปี พ.ศ. 2565 และ ปี พ.ศ. 2566 เขตสุขภาพที่ 3 โดยใช้ข้อมูลจากฐานข้อมูลของสำนักงานหลักประกันสุขภาพแห่งชาติและข้อมูลการใช้บริการสุขภาพจากคลังข้อมูลสุขภาพ (Health Data Center-HDC) ในปีงบประมาณ 2565 และ2566 ผลการศึกษาพบว่า ในปี พ.ศ. 2566 ผลงาน (Workload) ที่หน่วยบริการปฐมภูมิ หรือโรงพยาบาลส่งเสริมสุขภาพตำบล (รพ. สต.) ในเขต 3 ดำเนินการ มีจำนวนคนรับบริการมากกว่าปี พ.ศ. 2565 ในสัดส่วนมาก ค่าเฉลี่ยเปรียบเทียบจำนวนคนรับบริการต่อจำนวนสถานบริการ เฉพาะรายการ Fee schedule ที่ รพ.สต. ดำเนินการได้ ของ รพ.สต. สังกัด สธ. และสังกัด อบจ. ในปี พ.ศ. 2566 ไม่แตกต่างกัน เช่นเดียวกับ ผลการเปรียบเทียบข้อมูลอัตราการเปลี่ยนแปลงร้อยละการใช้บริการของประชาชนในเขตรับผิดชอบใช้บริการผู้ป่วยนอก (OPD) ที่หน่วยบริการปฐมภูมิในเขต 3 ในสังกัดและนอกสังกัด สธ. ในปี พ.ศ. 2566 เทียบกับ ปี พ.ศ. 2565 มีความแตกต่างกันไม่มาก
