บทคัดย่อ
การสำรวจความต้องการอบรมและความสามารถในการปฏิบัติงาน เป็นขั้นตอนแรกที่สำคัญในการพัฒนาหลักสูตรอบรม การจัดอบรม และเตรียมความพร้อมผู้เข้ารับการอบรม ข้อมูลที่ได้รับถูกนำเข้าไปใช้ในวงจรการจัดอบรมครั้งถัดไปอย่างเป็นเหตุเป็นผลกัน วัตถุประสงค์: เพื่อสำรวจความต้องการในฝึกอบรม ความสามารถในการปฏิบัติงานคุ้มครองผู้บริโภคด้านผลิตภัณฑ์สุขภาพของผู้ที่ดำรงตำแหน่งสาธารณสุขอำเภอ และความสัมพันธ์ระหว่างการเคยรับการอบรมกับระดับความสามารถ วิธีการดำเนินการวิจัย: เครื่องมือที่ใช้ คือ แบบสอบถามเกี่ยวกับความต้องการพัฒนาตนเองและความสามารถในการดำเนินงาน รวบรวมข้อมูลระหว่างวันที่ 1 พฤศจิกายน 2559 ถึง วันที่ 31 มกราคม 2560 โดยส่งแบบสอบถามทางไปรษณีย์ไปยังกลุ่มเป้าหมายคือ ผู้ที่ดำรงตำแหน่งสาธารณสุขอำเภอในประเทศไทย จำนวน 847 คน ให้ตอบแบบคำถามด้วยตนเองแล้วส่งกลับมายังผู้วิจัย วิเคราะห์ข้อมูลโดยใช้ สถิติเชิงพรรณนา ทดสอบค่าทีและไคสแควร์ ผลการศึกษาวิจัย: มีผู้ตอบแบบสอบถามครบถ้วน 329 คน ส่วนใหญ่เป็นเพศชาย อายุเฉลี่ย 51.0 ปี (ส่วนเบี่ยงเบนมาตรฐาน 6.52) ครึ่งหนึ่งของผู้ตอบเคยได้รับการอบรมแล้วในช่วง 2 ปี ที่ผ่านมา ร้อยละ 79.3 มีความต้องการรับการอบรมเพิ่มเติมอีก ส่วนใหญ่เคยได้รับข้อมูลข่าวสารเกี่ยวกับงานด้านนี้ จากกลุ่มงานคุ้มครองผู้บริโภค สำนักงานสาธารณสุขจังหวัด เวปไซต์ และสื่อโทรทัศน์ ผู้ตอบมีความต้องการพัฒนาทักษะการปฏิบัติงานในฐานะพนักงานเจ้าหน้าที่และการบังคับใช้กฎหมาย ร้อยละ 83.0 การตรวจสอบเฝ้าระวังผลิตภัณฑ์สุขภาพ ร้อยละ 61.7 การสร้างและพัฒนาเครือข่าย ร้อยละ 58.4 การจัดการข้อมูลสารสนเทศ ร้อยละ 55.9 การเจรจาต่อรอง ร้อยละ 53.2 ตามลำดับ จากคะแนนเต็ม 5 มีค่าเฉลี่ยคะแนนโดยรวมในการดำเนินงาน เท่ากับ 3.05 (ส่วนเบี่ยงเบนมาตรฐาน 0.77) ความสามารถในการดำเนินงานมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติ โดยกลุ่มที่เคยอบรมมีความสามารถ เป็น 2.44 เท่าของกลุ่มที่ไม่เคยอบรม (OR = 2.44, 95%CI 1.30-4.53) สรุปผลการวิจัย: สาธารณสุขอำเภอมีความต้องการพัฒนาทักษะทุกด้าน ความสามารถในการปฏิบัติงานคุ้มครองผู้บริโภคด้านผลิตภัณฑ์สุขภาพในระดับปานกลาง การเคยรับการอบรมทำให้มีความสามารถด้านนี้ในระดับที่สูงกว่ากลุ่มที่ไม่เคยอบรม ดังนั้น จึงจำเป็นต้องจัดอบรมพัฒนาต่อยอดให้มีทักษะทางวิชาชีพเพิ่มยิ่งขึ้นอีก
