บทคัดย่อ
บทนำ: องค์กรเพื่อการพัฒนาระหว่างประเทศแห่งสหรัฐอเมริกา (USAID) ได้พัฒนาดัชนีชี้วัดการจัดหายาและการจัดการยาคงคลัง เป็น 4 หมวดหมู่ได้แก่ 1) Quality performance 2) Cycle time performance 3) Financial performance และ 4) Productivity performance เมื่อพิจารณาดัชนีชี้วัดของกระทรวงสาธารณสุข มีการกำหนดเพียงหมวดที่ 1-3 วัตถุประสงค์: เพื่อพัฒนาดัชนีชี้วัด และประเมินผลการดำเนินงานการจัดหายาและการจัดการยาคงคลัง ในระดับจังหวัด วิธีการดำเนินการวิจัย: 1) พัฒนาดัชนีชี้วัดโดยการทบทวนวรรณกรรม ร่วมกับความคิดเห็นของผู้เชี่ยวชาญ 2) นำดัชนีชี้วัดที่พัฒนามาประเมินในโรงพยาบาลทั่วไปและโรงพยาบาลชุมชนในจังหวัดแห่งหนึ่งในภาคตะวันออกเฉียงเหนือ จำนวน 7 แห่ง รวมระยะเวลาดำเนินการ 7 เดือน (พฤษภาคม 2559 – พฤศจิกายน 2559) ผลการวิจัย: 1) ดัชนีชี้วัดการจัดหายาและการจัดการยาคงคลังที่พัฒนาขึ้น มีจำนวน 35 ดัชนี ครอบคลุม 4 หมวดหมู่ เป็นดัชนีชี้วัดที่กระทรวงสาธารณสุขกำหนดไว้ 10 ดัชนี และมี 12 ดัชนี ที่เพิ่มเติมจากกระทรวงสาธารณสุขซึ่งเป็นดัชนีชี้วัดที่โรงพยาบาลสามารถใช้ข้อมูลจากฐานข้อมูลของตนเองมาวิเคราะห์ด้วย Microsoft Excel 2) ผลการประเมินโดยใช้ดัชนีชี้วัดที่พัฒนาขึ้น พบว่ามี 8 ดัชนี ที่ไม่ผ่านเกณฑ์ในทุกโรงพยาบาล เป็นดัชนีชี้วัดในหมวด Quality performance, Cycle time performance และ Financial performance สรุปผลการวิจัย: ดัชนีชี้วัดที่พัฒนาขึ้น 35 ดัชนี ครอบคลุมครบ 4 หมวดหมู่ เป็นดัชนีชี้วัดที่ใช้ติดตามประสิทธิผลในการดำเนินงานการจัดหาและจัดการยาคงคลังได้ครบด้าน ใช้งานสะดวกและสามารถประมวลผลได้อย่างรวดเร็ว
