การศึกษาระบบบริการพยาบาลงานผู้ป่วยนอกเพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข

Abstract

      การวิจัยเชิงพรรณนาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข โดยใช้เทคนิคการศึกษาเชิงอนาคตแบบ Ethnographic Delphi Future Research ผู้ให้ข้อมูลเป็นผู้เชี่ยวชาญ จำนวน 21 คน วิธีดำเนินการวิจัยประกอบด้วย 3 ขั้นตอน คือ ขั้นตอนที่ 1 สัมภาษณ์ระบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข ขั้นตอนที่ 2 นำข้อมูลที่ได้มาวิเคราะห์เนื้อหา แล้วนำมาสร้างแบบสอบถามระบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข ให้ผู้เชี่ยวชาญแสดงความคิดเห็นเกี่ยวกับระดับความน่าจะเป็นของระบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข และขั้นตอนที่ 3 นำข้อมูลที่ได้มาคำนวณค่ามัธยฐาน ค่าพิสัยระหว่างควอไทล์ จัดทำแบบสอบถามให้ผู้เชี่ยวชาญยืนยันความคิดเห็นเพื่อสรุประบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข 

      ผลการศึกษาพบว่าระบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุข ให้ระดับความน่าจะเป็นที่สอดคล้องกันประกอบด้วย 2 ด้าน ได้แก่    1) ด้านการจัดองค์กรพยาบาลและการจัดการทรัพยากรมนุษย์  2) ด้านคุณภาพการบริการ ประกอบด้วยรายข้อย่อย 20 รายการ เป็นระบบบริการพยาบาล งานผู้ป่วยนอก เพื่อรองรับนโยบายประชาคมอาเซียน โรงพยาบาลสังกัดกระทรวงสาธารณสุขที่มีความน่าจะเป็นมากที่สุด 3 รายการและมีความน่าจะเป็นในระดับมาก 17 รายการ

A STUDY OF OUT-PATIENT DEPARTMENT NURSING SERVICE  SYSTEM SUPPORTING ASEAN COMMUNITY POLICY, HOSPITALS UNDER THE JURIS.D.ICTION OF THE MINISTRY OF PUBLIC HEALTH

Abstract  

      The purpose of this descriptive study was to the study of out-patient department nursing service system, ASEAN community policy, hospital under the juriS.D.iction of the ministry of public health.  The Ethnographic Delphi Future Research technique was applied. The subjects were 21 experts. Research methodology was conducted as 3 steps. Step1, the experts were interviewed about out-patient department nursing service system, ASEAN community policy, hospital under the juriS.D.iction of the ministry of public health. Step 2, data were analyzed by using content analysis for developing the rating scale questionnaire. All items in the questionnaires were ranked the level of probability of out-patient department nursing service system, ASEAN community policy, hospital under the juriS.D.iction of the ministry of public health. Step 3, data were analyzed by using median and interquatile range to develop a new version of the questionnaires. Data were analysis again by median and interquatile rang to summarize the out-patient department nursing service system, ASEAN community policy, hospital under the juriS.D.iction of the ministry of public health. The results of this study were presented that out-patient department nursing service system, ASEAN community policy, hospital under the juriS.D.iction of the ministry of public health.

      Consisted of 2 aspects which were: 1) Administration of nursing organization and human resource, 2) Quality service. There were 20 out-patient department nursing service system, ASEAN community policy, 3 had the highest score, and 17 had high score.
