สภาพและปัญหาการจัดกิจกรรมนันทนาการของตำรวจจราจรในสังกัด กองบังคับการตำรวจนครบาล 6 กองบัญชาการตำรวจนครบาล

Abstract

บทคัดย่อ

การวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษาเปรียบเทียบสภาพและปัญหาการจัดกิจกรรมนันทนาการของตำรวจจราจรในสังกัดกองบังคับการตำรวจนครบาล 6 กองบัญชาการตำรวจนครบาล จำแนกตามอายุ รายได้ ระดับชั้นยศ และอายุราชการ ตัวอย่างที่ใช้ในการวิจัยครั้งนี้ได้แก่ ผู้บังคับบัญชาหัวหน้าสายงานจราจร 8 นาย ซึ่งตอบแบบสัมภาษณ์ชนิดไม่มีโครงสร้าง และ ตำรวจจราจร จำนวน 256 นาย สำหรับตอบแบบสอบถามที่มีลักษณะเป็นมาตราส่วนประมาณค่า 5 ระดับ ทำการวิเคราะห์สถิติด้วยค่าความถี่ ค่าร้อยละ ค่าคะแนนเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน ค่าที (t – test) และค่าความแปรปรวน (F – test)

ผลการวิจัยสรุปได้ดังนี้

1. การสัมภาษณ์เกี่ยวกับสภาพการจัดกิจกรรมนันทนาการ พบว่า มีการจัดบริการให้ตำรวจในกองบัญชาการมานานแล้ว โดยถือเป็นนโยบายของสำนักงานตำรวจแห่งชาติ การจัดดำเนินการค่อนข้างมีปัญหา กล่าวคือ ประสบความสำเร็จน้อย เพราะปัญหาเรื่องเวลาว่างของตำรวจน้อยมาก และจัดอย่างไม่เป็นระบบ โดยจัดเฉพาะงานประจำปี และมอบหมายให้แต่ละสถานีตำรวจในสังกัดจัดดำเนินการเองตามความสะดวก ขาดการติดตามและประเมินผลเป็นทางการ
2. การตอบแบบสอบถามพบว่า กลุ่มตัวอย่างส่วนใหญ่มีอายุมากกว่า 44 ปี มีรายได้ 20,001 – 30,000 บาท เป็นชั้นประทวน และอายุราชการมากกว่า 20 ปี
3. ปัญหาการจัดกิจกรรมนันทนาการพบว่า มีปัญหาอยู่ในระดับปานกลางโดยรวมทุกด้าน ได้แก่ ด้านการจัดการ ด้านบุคลากรผู้ให้บริการ ด้านสถานที่ อุปกรณ์และสิ่งอำนวยความสะดวก ด้านงบประมาณ และด้านประเภทกิจกรรมนันทนาการ
4. เปรียบเทียบปัญหาการจัดกิจกรรมนันทนาการของตำรวจจราจรในสังกัดกองบัญชาการตำรวจนครบาล6 ที่มีอายุ และอายุราชการต่างกัน มีปัญหาในการจัดกิจกรรมนันทนาการแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนที่มีรายได้ และระดับชั้นยศ แตกต่างกัน มีปัญหาในการจัดกิจกรรมนันทนาการไม่แตกต่างกัน

State and Problems on the Recreation Activities Management of the Traffic Police at Division 6. Metropolitan Police Bureau

Abstract

This study aimed to investigate and compare state and problems on the recreation activities management of the Traffic Police at Division 6, Metropolitan Bureau according to the age, salary ,rank of position and years of work. The sample group consisted of 8 Traffic Police Commander for non structured interview and 256 traffic polices for rating scale questionnaire. The data were analyzed and presented by frequency, percentage, mean, standard deviation, t-test and F-test.

The result was as follows:

1. The data from the interview concerned state and problems on the recreation activities management of the Traffic Police at Division 6, Metropolitan Bureau showed that it got few success because there were problem of few leisure by traffic police and non-systematic, especially the new year party and assigned for each police station, lack of follow-up and informal assessment.
2. The data from questionnaire showed that the most of respondents were more than 44 years old with salary of 20,001-30,000 baths and sergeant level with more than 20 years of work.
3. The concerning recreation activities problems were at a moderate level in all aspects in namely, management, service staff, equipment and facilities, budget and type of recreation activities.
4. The traffic police under Division 6, Metropolitan Bureau with different age and years of work significantly gained problems of recreation activities at .05 level whereas there was no significant differences among salary and rank of position.
