Abstract

A Survey of Ramps and Toilets for Disabled and Elderly People along Chiang Mai Walking Streets

Objectives: To survey ramps and toilets for people with disability (PWD) and the knowledge and attitude of stakeholders about universal design.

Study design: A cross-sectional survey

Setting: Commercial and public places on Wualai and Ratchadamnoen streets in Chiang Mai

Method: This survey was divided into 3 phases: Phase 1 to survey ramps and toilets and the knowledge of the shops’ owners/workers about the universal design; Phase 2 to identify the places that wheelchair users might be able to access; and Phase 3 to evaluate whether there was any adjustment after a year follow-up.

Results: Eighty places were visited but only 63 places were allowed to be surveyed. There were no ramps that met all standards and only 3 might be wheelchair accessible. Regarding the toilet, only 1 met all standards, and 7 met some standards and might be wheelchair accessible. Out of 73 persons interviewed, 64 did not know about standards of facilities for PWD, 21 said that buildings were not suitable for adjustment, and 12 said that their clients were not PWD. One year after the first survey, there was no toilet or ramp adjustment at any places previously visited.

Conclusion: Ramps and toilets around the two main walking streets in Chiang Mai were not suitable for wheelchair users. Local people had neither knowledge nor positive attitude towards providing facilities for disabled and elderly people.

วัตถุประสงค์: เพื่อสำรวจทางลาดและห้องส้วม ความรู้และ ทัศนคติของเจ้าของหรือผู้ดูแลสถานที่เกี่ยวกับกฎหมายว่าด้วย การกำหนดสิ่งอำนวยความสะดวกในอาคาร สำหรับผู้พิการ หรือทุพพลภาพและคนชรา พ.ศ. 2548

รูปแบบงานวิจัย: วิจัยเชิงสำรวจ

สถานที่ทำการวิจัย: ร้านค้าพาณิชย์, สถานที่สาธารณะ และ วัด บนถนนวัวลายลายและถนนราชดำเนิน จ.เชียงใหม่

วิธีการศึกษา: การสำรวจแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 สำรวจ ทางลาดและห้องส้วม 80 แห่ง และสัมภาษณ์เจ้าของหรือผู้ดูแล สถานที่เกี่ยวกับสิ่งอำนวยความสะดวกสำหรับผู้พิการ; ระยะ ที่ 2 สำรวจทางลาดและห้องส้วมที่ได้มาตรฐานหรือไม่ผ่าน มาตรฐานแต่ผู้พิการที่ใช้วีลแชร์น่าจะเข้าถึงได้; และระยะที่ 3 ติดตามการปรับปรุงสถานที่หลังการสำรวจระยะที่ 1

ผลการศึกษา: การสำรวจสถานที่ 80 แห่งในระยะที่ 1 ได้รับ อนุญาตให้สำรวจได้ 63 แห่ง พบว่าไม่มีทางลาดที่ผ่านเกณฑ์ มาตรฐาน แต่มี 3 แห่งที่ผู้พิการที่ใช้วีลแชร์น่าจะขึ้นลงได้ ส่วน ห้องส้วมมี 1 แห่งที่ผ่านเกณฑ์ และอีก 7 แห่ง ที่ผู้พิการน่าจะ เข้าถึงได้ จากการสัมภาษณ์เจ้าของหรือผู้ดูแลสถานที่ 73 คน พบว่า 64 คน ไม่ทราบกฎหมายสิ่งอำนวยความสะดวกฯ, 21 คน เห็นว่าสถานที่ไม่เอื้อต่อการปรับปรุง และ 12 คน ระบุว่าลูกค้า ไม่ใช่ผู้พิการ และเมื่อติดตาม 1 ปี หลังการสำรวจและให้ข้อมูล เกี่ยวกับกฎหมายแล้ว ไม่มีที่ใดเลยทำการปรับปรุงห้องส้วม หรือทางลาด

สรุป: ทางลาดและห้องส้วมตามสถานที่ต่าง ๆ บนถนนวัวลาย และถนนราชดำเนิน จังหวัดเชียงใหม่ ไม่เหมาะสมสำหรับผู้ พิการที่ใช้วีลแชร์ เจ้าของหรือผู้ดูแลสถานที่ยังไม่รู้กฎหมาย ว่าด้วยการกำหนดสิ่งอำนวยความสะดวกสำหรับผู้พิการหรือ ทุพพลภาพและคนชรา พ.ศ. 2548 และยังไม่เห็นความสำคัญ กับการจัดสิ่งอำนวยความสะดวกดังกล่าว
