Regional Referral Coordination Center Management Model of Health Region 6

Abstract

Introduction: Ministry of Public Health arranges the service health system into 3 level, primary care, secondary care and tertiary care that was connected by referral system. For Implementation, Region Referral Coordination Center: RRCC was established in Chonburi and Prapokklao hospitals in 2010 in order to coordinate referral system in all provincial hospitals. However, there have still been many serious problems, up till now.

Objectives: To study and develop the management model of regional referral coordination center in health region 6.

Materials and Methods: This study was Qualitative research. The samples were divided into 2 groups. The first groups are 8 executive of provincial referral coordination center. The second group is 13 operational personnel in provincial referral coordination center. The instrument is semi-structured questionnaires that used 4M concept, data was collected by using in-depth interviews, a focus group interviews and documentary review. Content analysis was analyzed.

Results: The study found that; Region Referral Coordination Centers (RRCC) of Chonburi and Prapokklao hospitals has a similarity management pattern, as follow : 1) Chain command, target goals and process management have found clearly and unity, but there were not unclear with working structure, strategies even finance management in contrast. The budget of RRCC from hospital subsidy that no projects support. There is a full-time nurse who operated only 08.30-16.30.The executive has not build employee morale process. All material join with emergency accident department but it wasn’t enough to work.  2) The Management model of reasonable, have 1 figure; Regional Referral Coordination Center Model: R Model.

Conclusion: The Management of Region Referral Coordination Center in Chonburi and Prapokklao hospitals has to be developed using R model.
