บทบาทเครือข่ายภาคเอกชนในการมีส่วนร่วมต่อกระบวนการนโยบายสาธารณะ: การขับเคลื่อนดิจิทัลแพลตฟอร์มด้านสุขภาพ ภายใต้โมเดลเศรษฐกิจใหม่ (BCG Model)

บทความวิชาการฉบับนี้มีจุดมุ่งหมายเพื่ออธิบายบทบาทของเครือข่ายภาคเอกชน/ประชาสังคมในการมีส่วนร่วมต่อกระบวนการนโยบายสาธารณะในประเด็นที่เกี่ยวข้องกับการขับเคลื่อนดิจิทัลแพลตฟอร์มด้านสุขภาพ ภายใต้โมเดลเศรษฐกิจใหม่ (BCG Model) อย่างยั่งยืน โดยจำแนกเป็น 3 บทบาท สำคัญ ได้แก่ (1) ดิจิทัลแพลตฟอร์มกับสุขภาพ มีส่วนสำคัญที่ทำให้ประชาชนเข้าถึงข้อมูลด้านสร้างเสริมสุขภาพได้อย่างรวดเร็ว และสามารถแบ่งปันข้อมูลกันได้ง่ายขึ้น อีกทั้งดิจิทัลแพลตฟอร์มยังเป็นเทคโนโลยีที่ช่วยให้การประเมินข้อมูลสุขภาพเป็นได้อย่าง real-time ซึ่งนำไปสู่การพัฒนาเป็นข้อมูลขนาดใหญ่ที่จะนำมาใช้ในการส่งเสริมสุขภาพในระยะยาว (2) ประสบการณ์และบทเรียนการใช้ดิจิทัลแพลตฟอร์มด้านสุขภาพ ซึ่งผลจากการทบทวนดิจิทัลแพลตฟอร์มด้านสุขภาพจากประเทศต่าง ๆ ซึ่งส่วนใหญ่ประสบความสำเร็จในการติดตามกิจกรรมของผู้ใช้งานและสามารถพัฒนารูปแบบกิจกรรมส่งเสริมสุขภาพประชาชนที่แตกต่างออกไปในบริบทที่เหมาะสมในแต่ละประเทศ (3) ทิศทางนโยบายสาธารณะการขับเคลื่อน พบว่า หน่วยงานต่าง ๆ มีการนำเอาข้อมูลนวัตกรรมและเทคโนโลยีสารสนเทศมาประยุกต์ใช้ร่วมกับโมเดล BCG ในการพัฒนานโยบายสาธารณะด้านสุขภาพ เพื่อยกระดับการพัฒนาอุตสาหกรรมการท่องเที่ยวและกีฬาภายใต้แนวคิดเศรษฐกิจใหม่ให้สามารถแข่งขันได้อย่างยั่งยืน ทั้งนี้ สำหรับบทบาทของเครือข่ายภาคเอกชนในการมีส่วนร่วมต่อการขับเคลื่อนดิจิทัลแพลตฟอร์มด้านสุขภาพภายใต้โมเดลเศรษฐกิจใหม่ที่เหมาะสมจะต้องเป็นการสร้างความร่วมมือที่แสดงให้เห็นถึงการเป็นหุ้นส่วนในท้องถิ่นที่สัมพันธ์กับการสร้างขีดความสามารถที่จะส่งผลกระทบในทางปฏิบัติต่อนโยบาย และทำให้ทุกภาคส่วนสามารถบรรลุวัตถุประสงค์หลักของความร่วมมือได้ เพื่อให้การขับเคลื่อนนโยบายได้อย่างมีประสิทธิภาพ
