บทคัดย่อ
งานวิจัยนี้เป็นการวิจัยเชิงปฏิบัติการ (PAR : Participation Action Research) มีวัตถุประสงค์เพื่อศึกษาสถานการณ์ พัฒนารูปแบบ และข้อเสนอแนวทางการขับเคลื่อนสร้างความปลอดภัยด้านอาหารตาม วิถีเกษตรธรรมชาติ ด้วยกลไกการพัฒนาคุณภาพชีวิตระดับอำเภอสู่พื้นที่อื่น แบ่งเป็น 3 ระยะ คือระยะที่ 1ศึกษาสถานการณ์ปัจจุบัน ประชากรและกลุ่มตัวอย่าง คือ คณะกรรมการพัฒนาคุณภาพชีวิตระดับอำเภอ อำเภอท่าวุ้ง จำนวน 21 คน และ ประธาน อสม.ระดับหมู่บ้าน จำนวน 128 คน ระยะที่ 2 การพัฒนารูปแบบ ระยะที่ 3 ถอดบทเรียน โดยระยะที่ 2 และ 3 ผู้ร่วมวิจัยทั้งสิ้น 40 คน ผลการวิจัยพบว่า สถานการณ์ความปลอดภัยด้านอาหาร พบสารเคมีตกค้างในเลือดเกษตรกรและผลผลิตทางการเกษตร อยู่ในระดับไม่ปลอดภัย การพัฒนารูปแบบการสร้างความปลอดภัยด้านอาหารตามวิถีเกษตรธรรมชาติ ด้วยกลไกการพัฒนาคุณภาพชีวิตระดับอำเภอ 4 ขั้นตอน พบว่า 1) ปัญหาการเกษตรโดยใช้สารเคมีมีผลกระทบต่อสุขภาพ, เศรษฐกิจ, สิ่งแวดล้อม และสังคม ปัญหาการขับเคลื่อนด้านการบูรณาการแผนและการมีส่วนร่วมของหน่วยงานที่เกี่ยวข้อง, การสนับสนุนทรัพยากรและองค์ความรู้ด้านวิชาการ 2) แผนการแก้ไขปัญหา ได้แก่ ชี้แจงสร้าง ความเข้าใจและความร่วมมือ, สร้างต้นแบบ, ลงมือปฏิบัติ, ขยายผล,กำกับติดตาม และจัดเวทีแลกเปลี่ยนเรียนรู้ 3) นำแผนสู่การปฏิบัติได้ครบทุกกิจกรรม 4) ประเมินผล บรรลุผลตามตัวชี้วัดและตามแผนปฏิบัติการ ร้อยละ 100 ผลการประเมินตามองค์ประกอบ UCCARE อยู่ในขั้นที่ 5 ( = 4.61) ข้อเสนอแนวทางการขับเคลื่อนในพื้นที่อื่น คือ การสร้างคณะทำงานทั้งระดับอำเภอและตำบล ที่ครอบคลุมทั้งหน่วยงานภาครัฐ เอกชน และประชาชน
