The effect used incentive measures for bribe reward of the officer to arresting offender about Alcohol Beverage Control Act 2008 in health region 3

Abstract

The Quasi Experimental study was aimed to study the effect of used incentive measures for bribe reward of the officer to arresting offender about Alcohol Beverage Control Act 2008 in health region 3. This study was one group before – after design conducted. The population studied had one group of Police Sub-Lieutenant or deputy superintendent who working at police stations the district in health region 3 has sent 65 numbers to attend workshops to develop their potential. During the 3- 4 December 2015 , organized by the Office of Disease Prevention and Control 3 Nakhon Sawan Province. Data were collected by questionnaire and the number of lawsuit on report data form and remitting of financial penalty to Provincial Health Office. Data were analyzed by descriptive statistics and analytical statistics (t-test).

The result showed that knowledge about Alcohol Beverage Control Act 2008 and regulations associated with application of knowledge in surveillance and law enforcement which have mean of after operation higher than mean of before operation. It was significantly different (p < 0.05).

The satisfaction in motivate incentive measures of the officer was satisfied at a high level. For providing channel of communication and public relations onto staff in the agency should be the most action 89.2%, a minor was staff training and setting guidelines for surveillance and law enforcement 80.0% as the same.

In addition, during before operation (2010-2015) has been 26 lawsuit and financial penalty 209,500 Baht. In period after operation (2016) has been 35 lawsuit and financial penalty 186,000 Baht.

The study shows that delivering measures to provide educational sessions on the implementation of surveillance and law enforcement. The penalties against the perpetrators of such laws Expensive per year, more so the incentive to bribe the officials rewarded by the Department of Disease Control , B.C. 2010. Therefore, as a precautionary measure to keep the Alcoholic Beverage Control is efficient and effective.
