The Legal Limitation and Management on Beta-Agonist Contamination in Pork at Rayong Province

Abstract

Introduction: Thailand was using beta-agonists such as Clenbuterol and Salbutamol. They added to the pig feed for making pork lower fat, palatable and good price. These beta-agonists effect on consumers health so the law prohibiting the use of beta-agonists in the production of animal feed. Although law enforcement in Rayong could reduce this problem, there were problems from law enforcement such as complaints about injustice that the farmers are not penalized at the farm level. This study aimed to fine the limitations of the law coverage and adopting laws enforced effectively. Including the other measures to manage the contamination of Beta-agonist in pork ; Rayong province. Methods: A qualitative research was conducted by using in-depth interviews. Samples were from those involved in problems found Beta-agonist in pork in Rayong including swineherds, slaughterhouse administrators, butchers, traders, the scholars of the Provincial Health Office and the Provincial Livestock Office, lawyers, prosecutors, public health volunteers and Deputy Governor of Rayong ; a total of 47 people. Include gathering the facts and opinions from the meeting which conducted during September 2016 to January 2017. Results: This study were found that porkers often mixed with red meat accelerated during the pig weighing 60 kg or more. The development of pig farms as a "Farm Standardm is only a voluntary measure. The transfer of pigs from the farm to the slaughterhouse across the province will require a transfer permission (ร.4) and indicate the source of the pig, but transportation within the province is not enforced to ask animal transfer permission ([1]ร.3 or [1]ร.4). And law enforcement by fine penalty to the pig butcher, who sales the pork that founded residual substance can reduce contamination of Beta-agonist in pork as well. Conclusion: The limitations of the law coverage and adopting laws enforced effectively including the existing laws are not enforced in all pig farms that must have a good farm system, called "Farm standard" and the pig transport between farm and slaughterhouse within the province is not enforced to ask animal transfer permission ([1]ร.3 or ร.4). Other measures, that might be used to solve problems and could be adapted in other areas including 1) law enforcement is strictly enforced. 2) forcing the transport of pigs to the slaughterhouse requires a transfer permission ([1].3 or [1].4) in every case. 3) forwarding the problem when founding the contamination by Beta-agonist in pork to farm resource 4) listing the standard pig farm names for butchers who purchase meat and 5) educating the consumers how to purchase pork from certified stores such as "OK Livestock" or "Food Safety".
