ปัจจัยความสำเร็จของการพัฒนาระบบบริการสุขภาพสาขาสุขภาพจิตและจิตเวช ในเขตสุขภาพที่1 และ 2

บทคัดย่อ
วัตถุประสงค์ เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จของการพัฒนาระบบบริการสุขภาพสาขาสุขภาพจิตและจิตเวชในเขตสุขภาพที่ 1 และ 2 รวมทั้งปัญหาอุปสรรคในการจัดระบบบริการ
วิธีการ ศึกษาช่วง 1 เมษายน - 30 มิถุนายน 2562 โดยเก็บข้อมูลเชิงปริมาณจากแบบสอบถามกับผู้บริหารและผู้รับผิดชอบงานสุขภาพจิตจำนวน 163 คน มาวิเคราะห์ด้วยสถิติความถี่ ร้อยละ และข้อมูลเชิงคุณภาพจากการสัมภาษณ์แบบมีโครงสร้างกับกลุ่มตัวอย่างที่คัดเลือกแบบเจาะจงจนข้อมูลอิ่มตัว วิเคราะห์ด้วยการจัดหมวดหมู่เนื้อหาและตีความ รวมทั้งวิเคราะห์ข้อมูลทุติยภูมิจากรายงานประจำปีของกรมสุขภาพจิต
ผล เชิงปริมาณจากผู้ตอบแบบสอบถาม 122 คน(74.8%) พบว่าระดับความคิดเห็นด้านนโยบาย ผู้บริหาร ความพร้อมของระบบงาน ส่วนใหญ่อยู่ในระดับมาก ด้านการตรวจวินิจฉัย สื่อสาร สนับสนุนทรัพยากรบุคคล งบประมาณ วัสดุอุปกรณ์อยู่ในระดับปานกลาง ด้านการมีส่วนร่วมของบุคลากรในหน่วยงานสาธารณสุขอยู่ในระดับมาก ส่วนนอกหน่วยงานอยู่ในระดับปานกลาง เชิงคุณภาพจากการสัมภาษณ์ 35 คน พบว่า ปัจจัยความสำเร็จของการพัฒนาระบบบริการสุขภาพจิตฯ ได้แก่ นโยบายตัวชี้วัด ผู้บริหาร บุคลากร ความพร้อมของระบบงาน และความร่วมมือของเครือข่ายทุกภาคส่วน สำหรับปัญหาอุปสรรคได้แก่ บุคลากรด้านสุขภาพจิตมีน้อยเมื่อเทียบกับภาระงาน ผู้บริหารให้ความสำคัญกับปัญหาด้านสุขภาพกายมากกว่าสุขภาพจิต ปัญหาการเก็บตัวชี้วัดสุขภาพจิต ความพร้อมของระบบบริการ สถานที่ งบประมาณ และความร่วมมือของเครือข่ายทุกภาคส่วน ด้านอื่นๆ คือระบบฐานข้อมูลและตราบาป
สรุป เมื่อจัดลำดับความสำคัญของปัจจัยที่ส่งผลต่อความสำเร็จ และปัญหาอุปสรรคของการพัฒนาระบบบริการสุขภาพจิตและจิตเวช พบว่า 3 ประเด็นแรกที่สอดคล้องกันได้แก่ นโยบายตัวชี้วัด ผู้บริหาร และบุคลากร
