Abstract

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการจัดการศูนย์พักพิงในจังหวัดนครนายกในมิติของโครงสร้าง กายภาพ ความปลอดภัย อาหาร และการดูแลสุขภาพ โดยใช้การวิจัยเชิงคุณภาพ ซึ่งได้ดำเนินการในศูนย์พักพิง ในจังหวัดนครนายก ที่ดูแลผู้ประสบภัยน้้ำท่วมในช่วงเดือนตุลาคม 2554 - ธันวาคม 2554จำนวน 8 แห่งผู้ให้ข้อมูล ประกอบด้วย ผู้อาศัยในศูนย์พักพิง ฝ่ายปกครองจังหวัด ผู้บริหารศูนย์พักพิง และบุคลากรที่ปฏิบัติงาน ในศูนย์พักพิง การเก็บรวบรวมข้อมูลเชิงคุณภาพ ได้แก่ การสังเกต การสัมภาษณ์เชิงลึก การสนทนากลุ่ม และการศึกษาจากข้อมูลเอกสาร ข้อมูลที่ได้ถูกนำมาวิเคราะห์ด้านเนื้อหาและแก่นสาระ ผลการศึกษาพบว่า ศูนย์พักพิงชั่วคราวที่จัดตั้งขึ้นในส่วนต่างๆ ของส่วนราชการหรือชุมชนทั้ง 8 แห่งในจังหวัดนครนายก มีรูปแบบ ที่แตกต่างกันออกไป โดยมีผู้ว่าราชการเป็นหน่วยประสานงานกลาง การจัดการความปลอดภัยของศูนย์พักพิง มีมาตรการหลายประการตั้งแต่การลงทะเบียนบุคคลที่เข้าพักพิง ไปจนถึงการตั้งจุดตรวจของตำรวจ เป็นต้น การจัดการอาหารใช้รูปแบบจ้างแม่ครัวเข้ามาจัดการอาหารทั้งสามมื้อ ที่สำคัญคือ การจัดอาหารที่ตรงกับความ ต้องการทั้งในเชิงสุขภาพและเชิงวัฒนธรรม การดูแลทางสุขภาพเริ่มต้นที่การคัดกรองโรคของผู้พักพิง การจัด ที่พักให้เหมาะสม การมีโรงพยาบาลที่ดูแลอย่างต่อเนื่องรวมถึงระบบส่งต่อ การดูแลปัญหาสุขภาพจิต ในการ จัดตั้งศูนย์พักพิงของผู้ประสบภัยพิบัติในอนาคตอาจใช้การจัดการเป็นลักษณะของเครือข่ายของศูนย์พักพิงเป็น รายจังหวัดเช่นที่นครนายก ซึ่งเป็นการเชื่อมการทำงานและใช้ทรัพยากรร่วมกัน ควรมีการเตรียมความพร้อม ของบุคลากรที่เกี่ยวข้องให้เข้าใจเป้าหมายและแนวปฏิบัติร่วมกัน รวมถึงการใช้ทรัพยากรและความเข้มแข็งใน ท้องถิ่นเพื่อให้เกิดประโยชน์สูงสุดโดยมีคณะทำานกลางที่ช่วยกำกับติดตามการดำเนินงานในศูนย์ต่างๆ เพื่อให้ ผู้พักอาศัยได้รับความสะดวกสบายและเตรียมพร้อมกลับสู่ถิ่นที่อยู่เดิมอย่างมีความพร้อมและเข้มแข็ง

Abstract
This research aimed to study the management of the flood shelter in terms of infrastructure, safety, food, and health care using the qualitative research approach in 8 shelters in Nakhon Nayok Province. This qualitative research was conducted in eight shelters in Nakhon Nayok Province between October and December 2011. Key informants were flood victims, provincial officers and shelter officers. Data were collected using observations, in-depth interviews, focused group discussions, documentations and analysed by content analyses and thematic analyses. The eight shelters were established in various parts of the province with
different administrations overseen by the provincial governor. Safety measures included from registrations of the flood victims to surveillance of the police. Food was prepared by chefs being hired from local people to serve the needs of the flood victims. Health care in the shelters was started at the beginning at the registration desk by screening victims with risk of having mental health. For the future shelter establishments for disasters, a management of a cluster of shelters within a provincial area could be an option as can be seen in Nakhon Nayok. In addition, personnel should be prepared to understand the goals and practices. Local
resources and strength should be utilized for the ultimate benefit by having a central network committee to govern the individual shelters in order to provide a comfort accommodation and return home with resilience.
