THE DEVELOPMENT OF INDICATORS AND CRITERIA FOR THE EVALUATION OF PERFORMANCE MANAGEMENT IN THE NATIONAL SPORTS DEVELOPMENT FUND BY USING THE APPLIED PROGRAM THEORY
Abstract
The purpose of this research was to develop the indicators and criteria for evaluating the performance management of the National Sports Development Fund by using the applied program theory which was a qualitative method. The indicators and evaluation criteria were developed by studying the concepts, theories, report documents, research about indicators and evaluation criteria development, the operational documents, and the obtained data along with the gathered and analyzed the opinions from experts by in-depth interviews and to verify the congruency and the appropriateness of the indicators and the evaluation criteria with the consensus of 19 experts through the modified Delphi technique. The research found that the indicators and criteria for evaluating the performance management of the National Sports Development Fund employing the applied program theory were totally 210 items whichconsisted of six domains, 23 dimensions, and 42 indicators. The stakeholder experts strongly agreed that the indicators and criteria for the operational evaluation were appropriated and practicable.
