Abstract

The purposes of this evaluation research were 1) to evaluate the results of Uttaradit provincial public health strategic plan implementation and 2) to study the problems, barriers and guidelines promotion of Uttaradit provincial public health office strategic plan implementation. The research samples were 187 public health officers working in the Policy and Planning Department, Uttaradit provincial public health officials. Data collection methods included data from questionnaires and related documents. Quantitative data in this research were analyzed by the frequency distribution, percentage, average score, and standard deviation. Qualitative data were based on context analysis. The results of Uttaradit's provincial public health office strategic plan implementation were at a high level. 3 aspects passed the evaluation criteria: context, input,
and process, while the aspect of outcome failed to pass the evaluation criteria, there were sub-indicators in
Uttaradit's provincial public health office strategic plan passed the evaluation criteria which amounted for
58.9%. When considering the performance issues in terms of problems and barriers, the results showed
that some of the personnel lack adequate knowledge and ability to develop their management skills
concerning strategies, operation plans, and projects. The budgeting disbursement process was not following
the schedule. The processes during strategic plan development and project implementation were too
complicated which could cause delays. Having a lack of integration and coordination could also lower
effectiveness in monitoring strategic plan. Key performance indicators and target values could not be
measured accurately because the evaluation was not predetermined appropriately.
