บทความนี้มีวัตถุประสงค์เพื่อส่งเสริมให้สถานประกอบกิจการในประเทศไทยจัดทำแผนความปลอดภัยโรคโควิด 19 ให้เกิดผลลัพธ์อย่างมีประสิทธิผล นอกเหนือไปจากการจัดทำแผนตอบสนองสถานการณ์ฉุกเฉินและแผนดำเนินธุรกิจอย่างต่อเนื่อง แผนความปลอดภัยโรคโควิด 19 ระบุสิ่งที่ต้องกำหนดรายละเอียดด้านการบริหารจัดการความปลอดภัยโรคโควิด 19 เกี่ยวกับผู้รับผิดชอบแผน ผู้รับผิดชอบโครงการหรือกิจกรรม แนวปฏิบัติของไซต์งานหรือสำนักงานสำหรับวิธีการดำเนินมาตรการความปลอดภัยตามกฎหมายที่ออกโดยกระทรวงแรงงาน หรือการดำเนินมาตรการตามกฎหมายว่าด้วยโรคติดต่อที่ทางราชการกำหนดหรือผู้รับผิดชอบในแต่ละพื้นที่กำหนดขึ้นเป็นการเฉพาะ
